THIS CAMPAIGN BULLETIN SUPERSEDES AND REPLACES CAMPAIGN BULLETIN 00067A. THIS BULLETIN IS BEING REVISED TO PROVIDE INFORMATION REGARDING SOME VEHICLES THAT WERE ERONEOUSLY INCLUDED IN THE CAMPAIGN POPULATION AND PROVIDE AN IMPROVED VEHICLE SEATING POSITION DECISION TABLE.


DEALERS WILL RECEIVE THIS INFORMATION IN PRINTED COPY FORM AS A SUPPLEMENT TO CAMPAIGN BULLETIN 00067A, ISSUED FEBRUARY 19, 2001. THE PRINTED COPY OF THE SUPPLEMENT SHOULD BE FILED WITH CAMPAIGN BULLETIN 00067A.


Condition

General Motors has decided that certain 2000-01 U Van, 2000-01 W Car and 2000-01 S/T Truck model vehicles fail to conform to Federal/Canada Motor Vehicle Safety Standard 209, "Seat Belt Assemblies." The seat belt buckles in certain, specific seating locations in these vehicles do not meet the pull test requirement. In a crash, the seat belt buckle may release and the occupant may receive more severe injuries.

Correction

Dealers are to inspect for a suspect date code and replace seat belt buckle assemblies having suspect date codes. In certain seating locations, inspection of date codes is not possible, requiring replacement of the seat belt buckle assembly without inspection.

Vehicles Involved

Involved are certain 2000-01 U Van, 2000-01 W Car and 2000-01 S/T Truck model vehicles built within these VIN breakpoints:

Important: A small number of 2000 Chevrolet S-10 and GMC Sonoma model vehicles were erroneously included in this campaign. These vehicles were built at the Linden Plant and are equipped with pewter interior (RPO 92I) and full bench seats (RPO A52).

These vehicles will be removed from GMVIS (GM Vehicle Inquiry System) or GM Access Screen (Canada Only) or DCS Screen 445 (IPC Only) and involved owners will be notified of this error (sample letter attached).

There is no change to the vehicles involved table from bulletin 00067A.

Computer listings containing the complete Vehicle Identification Number, customer name and address data have been prepared, and are being furnished to involved dealers with the campaign bulletin. The customer name and address data furnished will enable dealers to follow up with customers involved in this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.

These dealer listings may contain customer names and addresses obtained from Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states/provinces/countries. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign.

Please refer to your "involved vehicles listing" and the Vehicle Seating Position Decision Table (begins on page 7) before ordering parts. Normal orders should be placed on a DRO = Daily Replenishment Order. In an emergency situation, parts should be ordered on a CSO = Customer Special Order.

Service Procedure


Object Number: 768902  Size: SH

There are three (3) steps that must be followed to complete this campaign:

    • Refer to the Vehicle Seating Position Decision Table to determine which seating positions need to be inspected and/or replaced for the particular vehicle in question.
    • Refer to the illustration with the example date code. Inspect the seat belt buckle assemblies in the seating positions identified in the table for suspect date codes (refer to the date code table on page 7).
    • Replace the seat belt buckle assemblies with suspect date codes using the appropriate service procedure(s) following the table. Also, replace any seat belt buckle assemblies which have been identified as "Replace Only - No Inspection Required" in the Vehicle Seating Position Decision Table using the appropriate service procedure.

Important: For any involved vehicle, the Vehicle Seating Position Decision Table should be checked to determine which seating positions require inspection and/or replacement of the seat belt buckle assembly. The service procedure provides "how-to" information for inspecting and/or replacing the seat belt buckle assemblies in all seating positions in involved vehicles.

Refer to the Vehicle Seating Position Decision Table, page 9.

  1. There are two groupings that match the model and interior color, but only the lower grouping includes the VIN of the example vehicle.
  2. This grouping indicates that the front passenger, front center, and rear seating positions require inspection and/or replacement.
  3. The driver seating position is NOT included, and DOES NOT REQUIRE ANY INSPECTION/REPLACEMENT.
  4. Since this vehicle has front bucket seats, there is not front center passenger seating position or seat belt buckle to inspect or replace.
  5. The rear seat belt buckles are to be inspected for suspect date codes and replaced if necessary.
  6. The front passenger seat belt buckle assembly cannot be inspected and should be replaced with P/N 88893318.
  7. To replace the front RH passenger seat belt buckle, follow the service procedure that begins at the top of page 25. This service procedure includes steps for replacing the seat belt buckles for both front seating positions, but on this specific vehicle, only the front passenger seat belt buckle requires replacement.
  8. The LH rear seat belt buckle assembly (LH rear and center rear are a single assembly) requires inspection for suspect date codes. If either of the date codes match any of the suspect dates codes (refer to date code table at the top of page 7), the buckle should be replaced with P/N 88893355. If there is no date code match with any of the suspect date codes, do not replace this seat belt buckle assembly.
  9. The RH rear seat belt buckle assembly requires inspection of the date code. If the date code matches any of the suspect date codes (refer to date code table at the top of page 7), the buckle should be replaced with P/N 12459815. If the date code does not match any of the suspect date codes, do not replace this seat belt buckle assembly.
  10. To replace either of the rear seat belt buckle assemblies, follow the service procedure that begins near the top of page 27. This service procedure includes steps for replacing the seat belt buckles at all three seating positions, if necessary.

Service Procedures for Inspection/Replacement of Seat Belt Buckle Assemblies -- All Seating Positions

Models: Intrigue/Grand Prix/Regal/Century/Monte Carlo/Impala

Location and Seat Type: Front Bucket

Buckle Location: Driver and Passenger

Service Procedure (Replace only; no inspection required)

  1. Move the seat to the full forward position.
  2. Remove the seat belt buckle nut.
  3. Remove the seat belt buckle.
  4. Disconnect the electrical connector (driver's seat only)
  5. Connect the new seat belt buckle electrical connector (driver's seat only).
  6. Install the seat belt buckle to the seat.
  7. Install the seat belt buckle nut.
  8. Tighten
    Tighten the nut to 42 N·m (31 lb ft).

  9. Install the GM Campaign Identification Label.

Models: Century/Impala

Location and Seat Type: Front 60/40 Split Bench

Buckle Location: Driver, Center and Passenger

Service Procedure

    Important: 

       • Replace the driver and passenger (no inspection required). Inspect the center and replace if required.
       • The following procedure applies to the driver, center and passenger seat belt buckles except where indicated.

  1. Inspect the date codes on the center front seat belt buckle to determine if replacement is required. Refer to Date Code Information.
  2. Remove the left hand fuse panel cover and remove the SIR fuse.
  3. Move the seat to the full rearward position and disconnect the air bag connector under the seat.
  4. Remove the seat track front covers.
  5. Move the seat forward and remove the bolts attaching the seat to the floor.
  6. Remove the seat belt cover from the seat and remove the seat belt retaining nut.
  7. Disconnect the seat electrical connector.
  8. Remove the head rest.
  9. Remove the seat from the vehicle.
  10. Disconnect the seat belt buckle electrical connector.
  11. Remove the seat belt buckle retaining nut.
  12. Remove the seat belt buckle from the seat.
  13. Important: The center seat belt replacement kits include both the buckle and the latch plate. It is NOT necessary to replace the latch plate if center buckle replacement is required.

  14. If center buckle replacement is required, using a drill, remove the rivet that attaches the center buckle to the seat track.
  15. If center buckle replacement is required, attach the center buckle to the seat track with a new rivet.
  16. Install the seat belt buckle to the seat and install the retaining nut.
  17. Tighten
    Tighten the nut to 42 N·m (31 lb ft).

  18. Connect the seat belt buckle electrical connector.
  19. Install the seat in the vehicle.
  20. Install the head rest.
  21. Connect the seat electrical connector.
  22. Install the seat belt, the retaining nut and the cover to the seat.
  23. Tighten
    Tighten the nut to 42 N·m (31 lb ft).

  24. Install the bolts attaching the seat to the floor.
  25. Tighten
    Tighten the bolts to 24 N·m (18 lb ft).

  26. Install the seat track front covers.
  27. Move the seat to the full rearward position and connect the air bag connector under the seat (driver's seat only).
  28. Install the SIR fuse and the left hand fuse panel cover.
  29. Install the GM Campaign Identification Label.

Models: Lumina

Location and Seat Type: Front 60/40 Split Bench

Buckle Location: Driver, Center and Passenger

Important: When replacing the driver and passenger buckles, the center buckle will also get replaced because it is attached to the passenger buckle. Therefore, no inspection of the center buckle is required.

Service Procedure (replace only; no inspection required)

  1. Move the seat to the full forward position.
  2. Remove the plastic covers from the base of the seat belt buckles.
  3. Remove the bolts attaching the seat belt buckles to the floor.
  4. Disconnect the electrical connector (driver's seat belt buckle only).
  5. Remove the seat belt buckles.
  6. Install the new seat belt buckles.
  7. Connect the electrical connector (driver's seat belt buckle only).
  8. Install the bolts attaching the seat belt buckles to the floor.
  9. Tighten
    Tighten the bolts to 42 N·m (31 lb ft).

  10. Install the plastic covers on the base of the seat belt covers.
  11. Install the GM Campaign Identification Label.

Models: Intrigue/Grand Prix/Regal/Century/Monte Carlo/Impala/Lumina

Location and Seat Type: Rear Bench

Buckle Location: Left, Center, Right

Service Procedure (inspect and replace if required)

  1. Inspect the date codes on the left, center and right rear seat belt buckles to determine if replacement is required. Refer to Date Code Information. If one or more buckles require replacement, proceed to Step 2. If no replacement is required, proceed to Step 8.
  2. Remove the rear seat cushion.
  3. Remove the seat belt buckle(s) attaching nut(s).
  4. Important: Some rear seat belt buckle kits include all three buckles (right, center, left) as well as the center latch plate. In some kits, two buckles or one buckle and the center latch plate may be pre-assembled. Install these pre-assembled parts as is and do NOT attempt to separate. Also, do NOT install the other buckle assembly included in the kit unless the inspection done in Step 1 indicates that replacement is required.

  5. Remove the necessary seat belt buckle(s).
  6. Install the new seat belt buckle assembly(ies).
  7. Install the seat belt buckle attaching nut(s).
  8. Tighten
    Tighten the nut(s) to 42 N·m (31 lb ft).

  9. Install the rear seat cushion.
  10. Install the GM Campaign Identification Label.

Models: Montana/Venture/Silhouette

Location and Seat Type: Front Captain's Chairs

Buckle Location: Driver or Passenger

Service Procedure (inspect and replace if required)

  1. Inspect the date codes on both the driver and the passenger seat belt buckles to determine if replacement is required. Refer to Date Code Information. If one or both buckles require replacement, proceed to Step 2. If no front buckles require replacement, proceed to the appropriate 2nd and 3rd row seat belt buckle inspection/replacement section.
  2. Remove the SIR fuse.
  3. Remove the nuts attaching the seat assembly to the floor.
  4. Remove the Connector Position Assurance (CPA) from the connectors and disconnect the electrical connectors from the seat.
  5. Remove the seat from the vehicle.
  6. Remove the screws attaching the side cover to the seat and remove the cover.
  7. Remove the nut attaching the seat belt buckle and pre-tensioner assembly to the seat.
  8. Remove the inboard REAR seat track to the seat attaching bolt.
  9. Loosen the inboard FRONT seat track to the seat attaching bolt.
  10. Disconnect the CPA and disconnect the pre-tensioner electrical connector.
  11. Route the electrical connector between the seat track and the seat assembly and remove the seat belt buckle and pre-tensioner assembly.
  12. Route the new electrical connector between the seat track and the seat assembly and install the buckle and pre-tensioner assembly on the seat stud.
  13. Connect the pre-tensioner electrical connector and install the CPA.
  14. Install the nut attaching the buckle and pre-tensioner assembly to the seat.
  15. Tighten
    Tighten the nut to 35 N·m (26 lb ft).

  16. Install the inboard REAR seat track to the seat attaching bolt.
  17. Tighten

        • Tighten the bolt to 32 N·m (24 lb ft).
        • Tighten the inboard FRONT seat track to seat attaching bolt to 32 N·m (24 lb ft).
  18. Install the side cover on the seat and install the attaching screws.
  19. Tighten
    Tighten the screws to 2 N·m (18 lb in).

  20. Install the seat in the vehicle.
  21. Connect the electrical connectors and install the CPA.
  22. Install the nuts attaching the seat assembly to the floor.
  23. Tighten
    Tighten the nuts to 40 N·m (30 lb ft).

  24. Install the SIR fuse.
  25. Turn the ignition switch to the ON position and verify that the AIR BAG light flashes 7 times and goes out.
  26. Proceed to the appropriate 2nd and 3rd row seat belt buckle inspection/replacement section.

Models: Montana/Venture/Silhouette

Location and Seat Type: 2nd or 3rd Row Captain's Chairs

Buckle Location: All

Service Procedure (replace only; no inspection required)

  1. Remove the screws attaching the side cover and remove the cover.
  2. Remove the seat belt buckle nut and remove the buckle.
  3. Install the new seat belt buckle.
  4. Install the nut.
  5. Tighten
    Tighten the nut to 53 N·m (39 lb ft).

  6. Install the side cover.
  7. Tighten
    Tighten the screws to 2 N·m (18 lb in).

  8. Install the GM Campaign Identification Label.

Models: Montana/Venture/Silhouette

Location and Seat Type: 2nd Row with Split Bench Seat

Buckle Location: Left and Right

Service Procedure (inspect and replace is required)

  1. Inspect the date code on each seat belt buckle to determine if replacement is required. Refer to Date Code Information. If one or more buckles require replacement, proceed to the appropriate seat description below. If no buckles require replacement, proceed to Step 2 after the seat descriptions.
  2. Right Seat

    1.1. Remove the seat from the vehicle.
    1.2. Unhook the J-strip on the bottom rear of the seat cushion to access the seat belt buckle retaining bolt.
    1.3. Remove the retaining bolt and the seat belt buckle.
    1.4. Install the new seat belt buckle in the seat.
    1.5. Install the retaining bolt.

    Tighten
    Tighten the bolt to 53 N·m (39 lb ft).

    1.6. Re-hook the J-strip on the bottom rear of the seat cushion.
    1.7. Install the seat in the vehicle.

    Left Seat

    1.1. Remove the seat from the vehicle.
    1.2. Reposition the seat cushion material to access the seat belt buckle retaining bolt.
    1.3. Remove the retaining bolt and the seat belt buckle.
    1.4. Install the new seat belt buckle in the seat.
    1.5. Install the retaining bolt.

    Tighten
    Tighten the bolt to 53 N·m (39 lb ft).

    1.6. Install the seat in the vehicle.
  3. Install the GM Campaign Identification Label.

Models: Montana/Venture/Silhouette

Location and Seat Type: 3rd Row with 50/50 Bench Seat

Buckle Location: Left, Center, Right

Service Procedure (inspect and replace is required)

  1. Inspect the date code on each seat belt buckle to determine if replacement is required. Refer to Date Code Information. If one or more buckle require replacement, proceed to Step 2. If no buckles require replacement, proceed to Step 9.
  2. Remove the seat from the vehicle.
  3. Unhook the J-strip on the bottom rear of the seat cushion to access the seat belt buckle retaining bolt.
  4. Remove the retaining bolt and the seat belt buckle.
  5. Install the new seat belt buckle in the seat.
  6. Install the retaining bolt.
  7. Tighten
    Tighten the bolt to 53 N·m (39 lb ft).

  9. Install the seat in the vehicle.
  10. Install the GM Campaign Identification Label.

Location and Seat Type: Front Buckets

Buckle Location: Driver or Passenger

Service Procedure (replace only; no inspection required)

  1. Remove the seat track front and rear covers.
  2. Remove the nuts and bolts that attach the seat track to the floor.
  3. Disconnect the electrical connector from under the seat (driver's side only).
  4. If the vehicle has heated seats (RPO KA1), disconnect the electrical connector from under the passenger's seat.

  5. Remove the seat from the vehicle.
  6. Remove the seat belt buckle retaining bolt and remove the buckle.
  7. Install the new buckle and the retaining bolt.
  8. Tighten
    Tighten the bolt to 70 N·m (52 lb ft).

  9. Install the seat in the vehicle.
  10. Connect the electrical connector under the seat (driver's side only).
  11. Install the nuts that attach the seat track to the floor.
  12. Tighten
    Tighten the nuts to 45 N·m (33 lb ft).

  13. Install the bolt that attaches the seat track to the floor.
  14. Tighten
    Tighten the bolt to 70 N·m (52 lb ft).

  15. Install the seat track front and rear covers.
  16. Install the GM Campaign Identification Label.

Models: S/T Pickup

Location and Seat Type: Front Split Bench

Buckle Location: Driver, Center and Passenger

Service Procedure

    Important: Replace the driver and RH passenger (no inspection required). Inspect the center passenger buckle and replace if required.

  1. Inspect the date code on the center passenger buckle to determine if replacement is required. Refer to Date Code Information.
  2. Driver, or Both Driver and Center Seat Belt Buckles

    1.1. Move the seat to the full forward position and remove the seat track covers.
    1.2. Remove the bolt and the nut attaching the rear of the seat to the floor.
    1.3. Move the seat to the full rearward position and remove the covers from the nuts that attach the front of the seat to the floor.
    1.4. Remove the nuts that attach the front of the seat to the floor.
    1.5. Disconnect the electrical connector from under the seat.
    1.6. Remove the seat from the vehicle.
    1.7. Disconnect the seat belt buckle electrical connector.
    1.8. Remove the seat belt buckle retaining nut and remove the buckle from the seat.

            Important: If the center seat belt buckle also requires replacement, do so at this time using the described steps. If the center buckle does not require replacement, proceed with the installation of the new driver seat belt buckle.

            Important: The brass bushing or grommet described in the next step is used as an assembly aid during the assembly of the vehicle. It is not necessary to replace the bushing if center buckle replacement is required.

    1.9. Using an appropriate tool, separate the center seat belt buckle mounting bracket from the driver's seat track by removing the brass bushing. Completely remove the bushing and discard it. No replacement is required when reassembling.
    1.10. Install the new seat belt buckle in the seat and install the retaining nut.

    Tighten
    Tighten the nut to 70 N·m (52 lb ft).

    1.11. Connect the seat belt buckle electrical connector.
    1.12. Install the seat in the vehicle.
    1.13. Connect the electrical connector under the seat.
    1.14. Install the nuts that attach the front of the seat to the floor.

    Tighten
    Tighten the nuts to 45 N·m (33 lb ft).

    1.15. Install the covers on the nuts that attach the front of the seat to the floor.
    1.16. Move the seat to the full forward position.
    1.17. If the center seat belt buckle is also being replaced, install the new center buckle on the seat track at this time.
    1.18. Install the nut that attaches the rear of the seat to the floor.

    Tighten
    Tighten the nut to 45 N·m (33 lb ft).

    1.19. Install the bolt that attaches the rear of the seat to the floor.

    Tighten
    Tighten the bolt to 70 N·m (52 lb ft).

    1.20. Install the seat track covers.

    Passenger Seat Belt Buckle

    1.1. Move the driver's seat to the full forward position.
    1.2. Remove the passenger seat belt buckle retaining bolt.
    1.3. Remove the passenger seat belt buckle from the seat.
    1.4. Install the new passenger seat belt buckle in the seat.
    1.5. Install the passenger seat belt buckle retaining bolt.

    Tighten
    Tighten the bolt to 70 N·m (52 lb ft).

    1.6. Move the driver's seat to the appropriate position.
  3. Install the GM Campaign Identification Label.

Place a Campaign Identification Label on each vehicle in accordance with the instructions outlined in this Product Campaign Bulletin. Each label provides a space to include the campaign number and the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen.

Put the Campaign Identification Label on a clean and dry surface of the radiator core support in an area that will be visible to people servicing the vehicle. When installing the Campaign Identification Label, be sure to pull the tab to allow the adhesion of the clear protective covering. Additional Campaign Identification Labels for US dealers can be obtained from Dealer Support Materials by calling 1-888-549-6152 (Monday-Friday, 8:00 am to 5:00 pm EST). Ask for Item Number S-1015 when ordering.

Additional Campaign Identification Labels for IPC dealers can be obtained from your Regional Marketing Office.

Letters will be sent to known owners of record located within areas covered by the US National Traffic and Motor Vehicle Safety Act. For owners outside these areas, dealers should notify customers using the attached suggested dealer letter.

Dealer Campaign Responsibility

FOR US AND IPC (US States, Territories, and Possessions)

The US National Traffic and Motor Vehicle Safety Act provides that each vehicle that is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the customer has tendered it for repair. A failure to repair within sixty days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within a reasonable time, the customer may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation. To avoid having these burdensome remedies, every effort must be made to promptly schedule an appointment with each customer and to repair their vehicle as soon as possible. In the recall campaign notification letters, customers are told how to contact the US National Highway Traffic Safety Administration if the campaign is not completed within a reasonable time.

This bulletin is notice to you that the new motor vehicles included in this campaign may not comply with the standard identified above. Under Title 49, Section 30112 of the United States Code, it is illegal for a dealer to sell a new motor vehicle which the dealer knows does not comply with an applicable Federal Motor Vehicle Safety Standard. As a consequence, if you sell any of these motor vehicles without first performing the campaign correction, your dealership may be subject to a civil penalty for each such sale.

Dealer Campaign Responsibility

ALL

All unsold new vehicles in dealers' possession and subject to this campaign MUST be held and inspected/repaired per the service procedure of this campaign bulletin BEFORE customers take possession of these vehicles.

Dealers are to service all vehicles subject to this campaign at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.

Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such customers a copy of the customer letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

General Motors has decided that certain 2000-2001 Montana, Venture, Silhouette, Grand Prix, Impala, Lumina, Monte Carlo, Intrigue, Century, Regal, Blazer, S-10, Jimmy, Sonoma and Bravada model vehicles fail to conform to Federal/Canada Motor Vehicle Safety Standard 209, "Seat Belt Assemblies." The seat belt buckles, in certain specific seating locations in these vehicles, do not meet the pull test requirement. In a crash, the seat belt buckle may release and the occupant may receive more severe injuries.

We will replace suspect seat belt buckle assemblies. In certain seating locations, we will inspect for a suspect date code and replace seat belt buckle assemblies with suspect date codes. This service will be performed for you at no charge .

Please contact us as soon as possible to arrange a service date.

Reason For This Recall

General Motors has decided that certain 2000-01 U Van, 2000-01 W Car and 2000-01 S/T Truck model vehicles fail to conform to Federal/Canada Motor Vehicle Safety Standard 209, "Seat Belt Assemblies." The seat belt buckles in certain, specific seating locations in these vehicles do not meet the pull test requirement. In a crash, the seat belt buckle may release and the occupant may receive more severe injuries.

What Will Be Done

Your dealer will replace suspect belt buckle assemblies. In certain seating locations, dealers will inspect for a suspect date code and replace seat belt buckle assemblies with suspect date codes. This service will be performed for you at no charge .

How Long Will The Repair Take?

The length of time required to perform this inspection and service correction is approximately one hour, forty-five minutes. Additional time may be required to schedule and process your vehicle. If you dealer has a large number of vehicles awaiting service, this additional time may be significant. Please ask your dealer if you wish to know how much additional time will be needed schedule, process, and repair your vehicle.

Please contact your dealer as soon as possible to arrange a service date. Parts are available and instructions for making this correction have been sent to your dealer.
