PRODUCT EMISSION CAMPAIGN

SUBJECT: 98008(B) VOLUNTARY EMISSION RECALL CAMPAIGN - RELOCATION OF EVAPORATIVE EMISSION VENT SOLENOID VALVE ASSEMBLY TO PREVENT WATER FROM BEING DRAWN THROUGH EVAP SYSTEM

MODELS: CERTAIN 1998 CHEVROLET VENTURE; PONTIAC TRANS SPORT; AND OLDSMOBILE SILHOUETTE; (U) VANS EQUIPPED WITH 3.4L ENGINE (RPO LA1, VIN E)

GENERAL MOTORS HAS DECIDED TO CONDUCT A VOLUNTARY EMISSION CAMPAIGN INVOLVING CERTAIN 1998 CHEVROLET VENTURE; PONTIAC TRANS SPORT; OLDSMOBILE SILHOUETTE (U VAN) MODEL VEHICLES EQUIPPED WITH A 3.4L V6 ENGINE (RPO LA1, VIN E) THESE VEHICLES MAY DRAW WATER INTO THE EVAPORATIVE EMISSION CANISTER WHEN DRIVEN IN SLUSHY-SNOW CONDITIONS. THE WATER IS THEN DELIVERED TO THE ENGINE, WHICH CAN RESULT IN SETTING A MIL, MISFIRE, ROUGH IDLE, LACK OF POWER AND, EVENTUALLY, AN ENGINE STALL IF DRIVEABILITY SYMPTOMS AND MIL ARE IGNORED.

TO CORRECT THIS CONDITION, DEALERS ARE TO RELOCATE THE EVAPORATIVE EMISSION CANISTER VENT SOLENOID VALVE ASSEMBLY TO A PROTECTED AREA, AND ALSO ON REAR HEATER, VENTILATION AND AIR CONDITIONING (RPO C34) VEHICLES ONLY, INSTALL A SHIELD UNDER THE ASSEMBLY. DEALERS ARE ALSO REMINDED TO FOLLOW THE SERVICE MANUAL DIAGNOSTICS PROCEDURE IN RESPONSE TO ANY SES LIGHT ILLUMINATED.

THE RELOCATION OF THE EVAPORATIVE EMISSION CANISTER VENT SOLENOID VALVE ASSEMBLY MIGHT REQUIRE UP TO SIX LOCALLY ACQUIRED PARTS UNTIL GMSPO HAS SUFFICIENT QUANTITIES OF SOME PARTS TO SUPPLY THIS CAMPAIGN. PLEASE REFER ALSO TO THE SERVICE PROCEDURE FOR PARTS SPECIFICATIONS.

CUSTOMER NOTIFICATION

CUSTOMERS WILL BE NOTIFIED OF THIS CAMPAIGN ON THEIR VEHICLES BY GENERAL MOTORS (SEE COPY OF TYPICAL DIVISIONAL CUSTOMER LETTER INCLUDED WITH THIS BULLETIN - ACTUAL DIVISIONAL LETTER MAY VARY SLIGHTLY).

IN ORDER TO ENSURE FULL PROTECTION UNDER THE EMISSION WARRANTY, AND THE RIGHT TO PARTICIPATE IN FUTURE RECALLS, THE CUSTOMER NOTIFICATION LETTER RECOMMENDS THAT CUSTOMERS HAVE THEIR VEHICLES SERVICED AS SOON AS POSSIBLE. IT ALSO ADVISES THAT FAILURE TO DO SO COULD LEGALLY BE DETERMINED TO BE LACK OF PROPER MAINTENANCE. THE VEHICLE MAY FAIL A STATE OR LOCAL EMISSION INSPECTION TEST IF THE RECALL WORK IS NOT COMPLETED.

DEALER CAMPAIGN RESPONSIBILITY

ALL UNSOLD NEW VEHICLES IN DEALERS' POSSESSION AND SUBJECT TO THIS CAMPAIGN MUST BE HELD AND INSPECTED/REPAIRED PER THE SERVICE PROCEDURE OF THIS CAMPAIGN BULLETIN BEFORE CUSTOMERS TAKE POSSESSION OF THESE VEHICLES.

DEALERS ARE TO SERVICE ALL VEHICLES SUBJECT TO THIS CAMPAIGN AT NO CHARGE TO CUSTOMERS, REGARDLESS OF MILEAGE, AGE OF VEHICLE, OR OWNERSHIP, FROM THIS TIME FORWARD.

CUSTOMERS WHO HAVE RECENTLY PURCHASED VEHICLES SOLD FROM YOUR VEHICLE INVENTORY, AND FOR WHICH THERE IS NO CUSTOMER INFORMATION INDICATED ON THE DEALER LISTING, ARE TO BE CONTACTED BY THE DEALER. ARRANGEMENTS ARE TO BE MADE TO MAKE THE REQUIRED CORRECTION ACCORDING TO THE INSTRUCTIONS CONTAINED IN THIS BULLETIN. THIS COULD BE DONE BY MAILING TO SUCH CUSTOMERS A COPY OF THE APPROPRIATE DIVISIONAL CUSTOMER LETTER ACCOMPANYING THIS BULLETIN. CAMPAIGN FOLLOW-UP CARDS SHOULD NOT BE USED FOR THIS PURPOSE, SINCE THE CUSTOMER MAY NOT AS YET HAVE RECEIVED THE NOTIFICATION LETTER.

IN SUMMARY, WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN ENTERS YOUR VEHICLE INVENTORY, OR IS IN YOUR DEALERSHIP FOR SERVICE IN THE FUTURE, PLEASE TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE SELLING OR RELEASING THE VEHICLE.

WHEN A CALIFORNIA EMISSIONS CAMPAIGN IS COMPLETED BY A GM DEALER, THE DEALER MUST PROVIDE THE VEHICLE OWNER A "PROOF OF CORRECTION CERTIFICATE" WHICH THE OWNER MAY NEED TO PRESENT TO THE CALIFORNIA DEPARTMENT OF MOTOR VEHICLES (DMV) WHEN RENEWING THEIR VEHICLE REGISTRATION. WITHOUT THIS CORRECTION CERTIFICATE, THE OWNER MAY BE UNABLE TO RENEW THEIR VEHICLE REGISTRATION.

ADDITIONAL CERTIFICATES CAN BE OBTAINED, AT NO CHARGE, FROM VISPAC, INCORPORATED BY CALLING 1-800-269-5100, MONDAY THROUGH FRIDAY, 8:00 A.M. TO 4:30 P.M. EASTERN STANDARD TIME. ASK FOR GM ITEM NUMBER 1825 WHEN ORDERING.

SERVICE PROCEDURE (PROCEDURE TO MOVE CANISTER SOLENOID AND ALSO ON REAR HVAC VEHICLES ONLY, RPO C34, INSTALL SHIELD)

1. HOIST VEHICLE.

2. DISCONNECT THE WIRE HARNESS FROM THE CANISTER SOLENOID. DISCONNECT THE TWO SMALL VACUUM LINES AND ONE LARGE VACUUM LINE FROM THE CANISTER, AS SHOWN IN FIGURE 1. REMOVE THE CANISTER AND BRACKET ASSEMBLY.

3. REMOVE THE CANISTER AND THE CANISTER SOLENOID FROM THE BRACKET. LEAVE THE VACUUM HOSE ATTACHED TO THE SOLENOID.

4. CUT THE BRACKET AS SHOWN IN FIGURE 2. THE CUT-OFF PIECE WILL BE USED TO MAKE A NEW MOUNTING BRACKET FOR THE SOLENOID. FLATTEN THE BRACKET, THEN REBEND IN THE OPPOSITE DIRECTION, WITH THE NEW BEND LINE 1/4" (6 MM) UP FROM THE ORIGINAL BEND LINE.

5. MOUNT THE CANISTER BACK INTO THE ORIGINAL BRACKET, AND REINSTALL. REATTACH THE TWO SMALL VACUUM LINES.

6. DRILL A 1/4" (6.5 MM) HOLE IN THE BRACKET, IN THE CENTER OF THE MOUNTING LEG. CLIP THE SOLENOID ONTO THE RE-FORMED BRACKET. REMOVE THE VACUUM HOSE, THEN ATTACH THE OPPOSITE END OF THE HOSE TO THE SOLENOID. SECURE WITH THE EXISTING HOSE CLAMP.

7. HOLD THE BRACKET IN PLACE, IN THE AREA SHOWN IN FIGURE 3. THE HOLE IN THE BRACKET SHOULD BE JUST BEHIND THE FUEL TANK STRAP HOLE. MARK THE HOLE LOCATION, THEN DRILL A 13/64" (5.0 MM) HOLE IN THE FRAME. MOUNT THE SOLENOID USING A SELF-TAPPING, GALVANIZED SCREW, P/N 12337828 OR EQUIVALENT. THE HOSE SHOULD BE FACING THE REAR OF THE VEHICLE, AND LOOP BACK TOWARD THE FRONT, INSIDE THE FUEL TANK STRAP.

NOTE: IF THE VEHICLE HAS REAR AIR CONDITIONING (RPO C34), FOLLOW STEP 8 TO FABRICATE AND ATTACH THE SHIELD SHOWN IN FIGURE 4. IF THE VEHICLE DOES NOT HAVE REAR AIR CONDITIONING (RPO C34), PROCEED TO STEP 9.

NOTE: IF THE VEHICLE IS EQUIPPED WITH OPTIONAL REAR AIR CONDITIONING (RPO C34), THE REFRIGERANT LINES WILL BE DIRECTLY BELOW THE NEW SOLENOID LOCATION. UNLATCH THE ATTACHING CLIPS IN FRONT OF THE SOLENOID LOCATION TO ALLOW MOVEMENT OF THE PIPES.

CAUTION:

USE OF LEATHER GLOVES WHEN CUTTING AND INSTALLING THE SHEET METAL SHIELD IS RECOMMENDED TO AVOID PERSONAL INJURY.

8. REAR HVAC VEHICLES ONLY (RPO C34): OBTAIN LOCALLY A PIECE OF FLAT, GALVANIZED SHEET METAL (HEATING DUCT MATERIAL WORKS WELL), OR SHEET ALUMINUM, ABOUT 6" X 6" (150 MM X 150 MM). USING FIGURE 4, MAKE A HEAVY CARDBOARD TEMPLATE. USE THE TEMPLATE TO TRACE THE PATTERN ON THE SHEET METAL, THEN CUT OUT THE SHIELD. CREASE AS SHOWN TO ALLOW WATER TO DRAIN. SET THE PART ON A TABLE EDGE, AND BEND DOWN ABOUT 1/2" (12 MM), JUST ENOUGH TO CREASE THE METAL. DRILL FOUR (4) 1/4" (6.5 MM) HOLES WHERE SHOWN. DO A TRIAL FIT, AND SHAPE AS NEEDED TO PROVIDE CLEARANCE AND MAKE A TIGHT FIT TO THE FRONT SIDE. HOLD IN PLACE AND MARK THE FOUR (4) SCREW LOCATIONS. DRILL FOUR (4) 13/64" (5.0 MM) HOLES. ATTACH WITH FOUR (4) SELF-TAPPING GALVANIZED SHEET METAL SCREWS, P/N 12337828 OR EQUIVALENT. RE- CLIP THE REFRIGERANT PIPES IN PLACE. CAREFULLY CHECK TO INSURE THAT THE PIPES DO NOT RUB ON THE BRACKET, THE SOLENOID, OR THE SHIELD.

9. INSERT A 1/2" OD X1/2" BRASS OR NYLON COUPLING (OBTAIN LOCALLY) INTO THE VACUUM HOSE, THEN ATTACH 9" (225 MM) OF NEW 1/2" ID HOSE, P/N 09438382 OR EQUIVALENT, TO THE COUPLING. USE TWO CLAMPS, P/N 24575922 OR EQUIVALENT, TO SECURE THE HOSE TO THE COUPLING. ATTACH THE HOSE TO THE CANISTER, AND USE THE EXISTING HOSE CLAMP TO SECURE IT.

10. REMOVE THE WIRE HARNESS FROM THE CLIP ON THE FUEL TANK. PLUG THE CONNECTOR INTO THE SOLENOID. LOOP THE EXCESS HARNESS TOWARD THE REAR OF THE VEHICLE, AND SECURE TO THE EXISTING HARNESS WITH TIE STRAPS, P/N 11501906 OR EQUIVALENT.

11. LOWER THE VEHICLE.

12. INSTALL GM CAMPAIGN IDENTIFICATION LABEL.

13. CALIFORNIA DEALERS ONLY, PROVIDE OWNER WITH A "VEHICLE EMISSION RECALL PROOF OF CORRECTION" CERTIFICATE.

CAMPAIGN IDENTIFICATION LABEL

EACH VEHICLE CORRECTED IN ACCORDANCE WITH THE INSTRUCTIONS OUTLINED IN THIS PRODUCT CAMPAIGN BULLETIN WILL REQUIRE A "CAMPAIGN IDENTIFICATION LABEL". EACH LABEL PROVIDES A SPACE TO INCLUDE THE CAMPAIGN NUMBER AND THE FIVE (5) DIGIT DEALER CODE OF THE DEALER PERFORMING THE CAMPAIGN SERVICE. THIS INFORMATION MAY BE INSERTED WITH A TYPEWRITER OR A BALL POINT PEN.

EACH "CAMPAIGN IDENTIFICATION LABEL" IS TO BE LOCATED ON THE RADIATOR CORE SUPPORT IN AN AREA WHICH WILL BE VISIBLE WHEN THE VEHICLE IS BROUGHT IN BY THE CUSTOMER FOR PERIODIC SERVICING. WHEN INSTALLING THE CAMPAIGN IDENTIFICATION LABEL, BE SURE TO PULL THE TAB TO ALLOW ADHESION OF THE CLEAR PROTECTIVE COVERING. ADDITIONAL CAMPAIGN IDENTIFICATION LABELS CAN BE OBTAINED FROM VISPAC INCORPORATED BY CALLING 1-800-269-5100 (MONDAY-FRIDAY, 8:00 A.M. TO 4:30 P.M. EST). ASK FOR ITEM NUMBER S-1015 WHEN ORDERING.

APPLY THE "CAMPAIGN IDENTIFICATION LABEL" ONLY ON A CLEAN, DRY SURFACE.

DEFECT INVOLVED

GENERAL MOTORS OF CANADA LIMITED HAS DECIDED THAT CERTAIN 1998 CHEVROLET VENTURE AND PONTIAC TRANS SPORT (U VAN) MODEL VEHICLES EQUIPPED WITH A 3.4L V6 ENGINE (RPO LA1, VIN E) MAY DRAW WATER INTO THE EVAPORATIVE EMISSION CANISTER WHEN DRIVEN IN SLUSHY-SNOW CONDITIONS. THE WATER IS THEN DELIVERED TO THE ENGINE, WHICH CAN RESULT IN SETTING AN MIL, MISFIRE, ROUGH IDLE, LACK OF POWER AND, EVENTUALLY, AN ENGINE STALL IF DRIVEABILITY SYMPTOMS AND MIL ARE IGNORED.

TO CORRECT THIS CONDITION, DEALERS ARE TO RELOCATE THE EVAPORATIVE EMISSION CANISTER VENT SOLENOID VALVE ASSEMBLY TO A PROTECTED AREA, AND ALSO ON REAR HEATER, VENTILATION AND AIR CONDITIONING (RPO C34) VEHICLES ONLY, INSTALL A SHIELD UNDER THE ASSEMBLY. DEALERS ARE ALSO REMINDED TO FOLLOW THE SERVICE MANUAL DIAGNOSTICS PROCEDURE IN RESPONSE TO ANY SES LIGHT ILLUMINATED.

IN ORDER TO ENSURE FULL PROTECTION UNDER THE EMISSION WARRANTY, AND THE RIGHT TO PARTICIPATE IN FUTURE RECALL, THE CUSTOMER NOTIFICATION LETTER RECOMMENDS THAT CUSTOMERS HAVE THEIR VEHICLES SERVICED AS SOON AS POSSIBLE. IT ALSO ADVISES THAT FAILURE TO DO SO COULD LEGALLY BE DETERMINED TO BE LACK OF PROPER MAINTENANCE, AND THAT THE VEHICLE MAY FAIL A STATE OR LOCAL EMISSION INSPECTION TEST IF THE RECALL WORK IS NOT COMPLETED. ADDITIONALLY, IF THE DEALER FINDS THAT THE EMISSION SYSTEM HAS BEEN INTENTIONALLY DISABLED, THE LETTER EXPLAINS THAT THE COST OF SYSTEM RESTORATION, SO THAT IT WILL FUNCTION AS DESIGNED, IS THE RESPONSIBILITY OF THE CUSTOMER.

DEALER CAMPAIGN RESPONSIBILITY

ALL UNSOLD NEW VEHICLES IN DEALER'S POSSESSION AND SUBJECT TO THIS CAMPAIGN MUST BE HELD AND INSPECTED/REPAIRED PER THE SERVICE PROCEDURE OF THIS CAMPAIGN BULLETIN BEFORE CUSTOMERS TAKE POSSESSION OF THESE VEHICLES.

DEALERS ARE TO SERVICE ALL VEHICLES SUBJECT TO THIS CAMPAIGN AT NO CHARGE TO CUSTOMERS, REGARDLESS OF MILEAGE, AGE OF VEHICLE, OR OWNERSHIP, FROM THIS TIME FORWARD.

CUSTOMERS WHO HAVE RECENTLY PURCHASED VEHICLES SOLD FROM YOUR VEHICLE INVENTORY, AND FOR WHICH THERE IS NO CUSTOMER INFORMATION INDICATED ON THE DEALER LISTING, ARE TO BE CONTACTED BY THE DEALER. ARRANGEMENTS ARE TO BE MADE TO MAKE THE REQUIRED CORRECTION ACCORDING TO THE INSTRUCTIONS CONTAINED IN THIS BULLETIN. THIS COULD BE DONE BY MAILING TO SUCH CUSTOMERS A COPY OF THE APPROPRIATE CUSTOMER LETTER ACCOMPANYING THIS BULLETIN.

IN SUMMARY, WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN ENTERS YOUR VEHICLE INVENTORY, OR IS IN YOUR DEALERSHIP FOR SERVICE IN THE FUTURE, YOU MUST TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE SELLING OR RELEASING THE VEHICLE.

SERVICE PROCEDURE

(PROCEDURE TO MOVE CANISTER SOLENOID AND ALSO ON REAR HVAC VEHICLES ONLY, RPO C34, INSTALL SHIELD)

1. HOIST VEHICLE.

2. DISCONNECT THE WIRE HARNESS FROM THE CANISTER SOLENOID. DISCONNECT THE TWO SMALL VACUUM LINES AND ONE LARGE VACUUM LINE FROM THE CANISTER, AS SHOWN IN FIGURE 1. REMOVE THE CANISTER AND BRACKET ASSEMBLY.

3. REMOVE THE CANISTER AND THE CANISTER SOLENOID FROM THE BRACKET. LEAVE THE VACUUM HOSE ATTACHED TO THE SOLENOID.

4. CUT THE BRACKET AS SHOWN IN FIGURE 2. THE CUT-OFF PIECE WILL BE USED TO MAKE A NEW MOUNTING BRACKET FOR THE SOLENOID. FLATTEN THE BRACKET, THEN REBEND IN THE OPPOSITE DIRECTION, WITH THE NEW BEND LINE 6MM (1/4") UP FROM THE ORIGINAL BEND LINE.

5. MOUNT THE CANISTER BACK INTO THE ORIGINAL BRACKET, AND REINSTALL. REATTACH THE TWO SMALL VACUUM LINES.

6. DRILL A 6MM (1/4") HOLE IN THE BRACKET, IN THE CENTRE OF THE MOUNTING LEG. CLIP THE SOLENOID ONTO THE RE-FORMED BRACKET. REMOVE THE VACUUM HOSE, THEN ATTACH THE OPPOSITE END OF THE HOSE TO THE SOLENOID. SECURE WITH THE EXISTING HOSE CLAMP.

7. HOLD THE BRACKET IN PLACE, IN THE AREA SHOWN IN FIGURE 3. THE HOLE IN THE BRACKET SHOULD BE JUST BEHIND THE FUEL TANK STRAP HOLE. MARK THE HOLE LOCATION, THEN DRILL A 5MM (13/64") HOLE IN THE FRAME. MOUNT THE SOLENOID USING A SELF-TAPPING, GALVANIZED SCREW, P/N 12337828, OR EQUIVALENT. THE HOSE SHOULD BE FACING THE REAR OF THE VEHICLE, AND LOOP BACK TOWARD THE FRONT, INSIDE THE FUEL TANK STRAP.

NOTE: IF THE VEHICLE HAS REAR AIR CONDITIONING (RPO C34), FOLLOW STEP 8 TO FABRICATE AND ATTACH THE SHIELD SHOWN IN FIGURE 4. IF THE VEHICLE DOES NOT HAVE REAR AIR CONDITIONING (RPO C34), PROCEED TO STEP 9.

NOTE: IF THE VEHICLE IS EQUIPPED WITH OPTIONAL REAR AIR CONDITIONING (RPO C34), THE REFRIGERANT LINES WILL BE DIRECTLY BELOW THE NEW SOLENOID LOCATION. UNLATCH THE ATTACHING CLIPS IN FRONT OF THE SOLENOID LOCATION TO ALLOW MOVEMENT OF THE PIPES.

CAUTION:

USE OF LEATHER GLOVES WHEN CUTTING AND INSTALLING THE SHEET METAL SHIELD IS RECOMMENDED TO AVOID PERSONAL INJURY.

8. REAR HVAC VEHICLES ONLY (RPO C34): OBTAIN LOCALLY, A PIECE OF FLAT, GALVANIZED SHEET METAL (HEATING DUCT MATERIAL WORKS WELL), OR SHEET ALUMINUM, ABOUT 150MM X 150MM (6" X 6"). USING FIGURE 4, MAKE A HEAVY CARDBOARD TEMPLATE. USE THE TEMPLATE TO TRACE THE PATTERN ON THE SHEET METAL, THEN CUT OUT THE SHIELD. CREASE AS SHOWN TO ALLOW WATER TO DRAIN. SET THE PART ON A TABLE EDGE, AND BEND DOWN ABOUT 12MM (1/2"), JUST ENOUGH TO CREASE THE METAL. DRILL FOUR (4) 6MM (1/4") HOLES WHERE SHOWN. DO A TRIAL FIT, AND SHAPE AS NEEDED TO PROVIDE CLEARANCE AND MAKE A TIGHT FIT TO THE FRONT SIDE. HOLD IN PLACE AND MARK THE FOUR (4) SCREW LOCATIONS. DRILL FOUR (4) 5MM (13/64") HOLES. ATTACH WITH FOUR (4) SELF-TAPPING GALVANIZED SHEET METAL SCREWS, P/N 12337828 OR EQUIVALENT. RE-CLIP THE REFRIGERANT PIPES IN PLACE. CAREFULLY CHECK TO ENSURE THAT THE PIPES DO NOT RUB ON THE BRACKET, THE SOLENOID, OR THE SHIELD.

9. INSERT A 12MM OD X 12MM (1/2" OD X 1/2") COUPLING (OBTAIN LOCALLY) INTO THE VACUUM HOSE, THEN ATTACH 225MM (9") OF NEW 12MM ID (1/2") HOSE (P/N 9438382 OR EQUIVALENT) TO THE COUPLING. USE TWO CLAMPS (P/N 24575922 OR EQUIVALENT), TO SECURE THE HOSE TO THE COUPLING. ATTACH THE HOSE TO THE CANISTER, AND USE THE EXISTING HOSE CLAMP TO SECURE IT.

10. REMOVE THE WIRE HARNESS FROM THE CLIP ON THE FUEL TANK. PLUG THE CONNECTOR INTO THE SOLENOID. LOOP THE EXCESS HARNESS TOWARD THE REAR OF THE VEHICLE, AND SECURE TO THE EXISTING HARNESS WITH TIE STRAPS, P/N 11501906 OR EQUIVALENT.

11. LOWER THE VEHICLE.

12. INSTALL CAMPAIGN IDENTIFICATION LABEL.
