Models:Certain 1999 Oldsmobile Intrigue GL and GLS Model Vehicles



General Motors has decided that certain 1999 Oldsmobile Intrigue GL and GLS model vehicles may exhibit a no-start condition because of a discharged battery. This condition may occur if the vehicle has not been operated for three to four days or longer. This battery discharge occurs because the fog lamp relay remains engaged and draws current when the ignition lock cylinder (ignition switch) is OFF and the fog lamp switch is in the ON position.

To prevent the possibility of this condition occurring, dealers are to modify the fog lamp wiring. An updated instruction sheet will also be sent to owners for insertion to their owner's manuals. Two copies of this instruction sheet are also included with this bulletin. If necessary, please make photocopies for owners who may have misplaced their copies.

Involved vehicles have been identified by Vehicle Identification Number. Computer listings containing the complete Vehicle Identification Number, customer name and address data have been prepared, and are being furnished to involved dealers with the campaign bulletin. The customer name and address data furnished will enable dealers to follow-up with customers involved in this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.

These dealer listings may contain customer names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign.

Also required for repair is a 28 inch (700 mm) length of 22 gauge (.35 mm) thin-wall, PVC/TXL stranded wire cable (20 gauge may be used if 22 gauge is not readily available).

Customer Notification

Registered letters will be sent to known owners of record located within areas covered by the U.S. National Traffic and Motor Vehicle Safety Act, as amended. For owners outside these areas, the attached suggested dealer letter is recommended and should be sent by dealers.

Dealer Campaign Responsibility

All unsold new vehicles in dealers' possession and subject to this campaign MUST be held and inspected/repaired per the service procedure of this campaign bulletin BEFORE customers take possession of these vehicles.

Dealers are to service all vehicles subject to this campaign at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.

Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such customers a copy of the customer letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

Service Procedure

Tools Required

    • Wire Strippers
    • Terminal Crimper
    • Terminal Pick-Packard/GM Part Number 12094430
    • Push-Pin Pry Tool
    • 7 mm Socket Driver
    • Phillips Screw Driver
  1. Disconnect the ground from the negative terminal of the battery.
  2. Prepare lead by stripping 5-6 mm of insulation off each end of the 700 mm long wire and installing the BCM terminal on one end and the fog lamp switch terminal on the other end. Crimp both the core and insulation wing crimps of both terminals to the wire lead.
  3. Remove the left instrument panel sound insulator (hush panel) by prying out 4 push pin fasteners.
  4. Remove the steering column opening filler (knee bolster panel).
  5. Remove the switch assembly which contains the fog lamp switch by removing 2 Phillips head screws. Remove fog lamp switch connector.
  6. Back black wire out of cavity D. (Note that there is also a back wire in cavity C.)
  7. Cut terminal off of black wire about 50 mm (2 in) from top of connector. Apply tape to end of blunt cut wire and tape the wire to the wiring harness.
  8. Insert Metri-Pak terminal (P/N 12047767) of new wire lead into cavity D of fog lamp switch connector.
  9. Re-install fog lamp switch connector to fog lamp switch.
  10. Route new wire lead forward in the vehicle, then down and toward the RH side of the BCM and secure the lead to the BCM harness with electrical tape.
  11. Remove the 32-way Micro/P (C1) connector from the Body Control Module. Insert BCM terminal (P/N 12146447) of new wire lead into cavity C8 of the BCM C1 connector. Secure leads to leads from harness branches going to BCM using electrical tape.
  12. Re-install connector to Body Control Module.
  13. Reconnect the ground cable to the negative terminal of the battery.
  14. Confirm proper fog lamp operation:
  15. • The fog lamps should operate when (if the fog lamps do not operate properly, check to ensure that all wiring is properly connected and is located in the correct connector body cavities):
       - the ignition lock cylinder (ignition switch) is turned to the ON position
       - the fog lamp switch is activated to the ON position
       - the instrument panel lamp dimmer rotary switch is not in the "parade" detent position (first detent position reached when rotating the instrument panel lamp dimmer rotary switch from dim to bright)
    • The fog lamps should not operate when:
       - the instrument panel lamp dimmer rotary switch is in the "parade" detent position
       - the high beam head lamps are on
       - the park lamps are off
  16. Re-install fog lamp switch.
  17. Re-install steering column opening filler panel.
  18. Re-install sound insulator (hush) panel.
  19. Install the GM Campaign Identification Label.

Campaign Identification label

Each vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the campaign number and the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen.

Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in by the customer for periodic servicing. Additional Campaign Identification Labels can be obtained from your Regional Marketing Office.

Apply the "Campaign Identification Label" only on a clean, dry surface.
