SECTION 1 GENERAL INFORMATION ON AC-DELCO REPAIR/EXCHANGE PROGRAMS

EXCHANGE PARTS AVAILABILITY/PRE-EXCHANGE UNITS: ---------------------------------------------- AC-Delco Service Centers identified in the current edition of GMSPO publication WA-2 "AC-Delco Authorized Service Centers" will have a limited supply of exchange parts available. The centers are authorized to do "pre-exchanges', that is sending an exchange unit to the dealership in advance of receiving a problem unit for repair. Prior approval of the owner to accept a repaired or exchange unit must be obtained and noted on the repair order.

Service of the Supplemental Inflatable Restraint DERM, radios and CD players will be only by pre-exchange through one of the centers listed in the publications noted above. Refer to Section 2, Radio, and Section 4, SIR DERM.

REQUESTING EXCHANGE PARTS:

Before calling a Repair Center to request exchange parts, begin completing an AC-Delco form 1078. The following information will be required at the initial phone call:

1. Oldsmobile dealer code (when ordering Oldsmobile exchange parts).

2. Dealer name, shipping address, and phone number.

3. Whether exchange is for a vehicle in or out of warranty.

4. Part number and description of needed part.

5. Repair Order number.

6. Vehicle I.D. number.

7. Delivery Date and Mileage.

IMPORTANT: Timely return of "core" units is essential to the success of the exchange programs. Un-returned units result in local parts shortages at all dealerships serviced by the Repair Center. Delinquent core returns could result in a debit to the dealership open parts account.

LOCATING EXCHANGE PARTS (DOMESTIC ONLY):

To locate exchange stock, first call any of the repair shops listed in "AC-Delco Authorized Service Centers.' Oldsmobile would prefer that the dealerships use the shop closest to their location. As independent businesses, the shops may not refer a dealership to another shop for service when an exchange unit is not available.

Dealerships may call any of the shops in "AC-Delco Authorized Service Centers" for an exchange part.

All shops are authorized to ship to any Oldsmobile dealer.

All shops are required to deliver units by next day service to dealerships in cases where the shop is not within driving distance. The only exceptions to this rule are radios which can be repaired at any radio shop listed in "AC-Delco Authorized Service Centers."

AC-Delco provides a service to help dealerships locate exchange parts. In the event that an exchange part is not available from the nearest AC-Delco Service Center:

1. Have available the name and number of the AC-Delco shop which you initially contacted for parts.

2. Call (313) 635-1542 between the hours of 7:30 AM and 4:30 PM Eastern Daylight Time.

3. Advise the operator of the part name and number needed, the AC-Delco shop initially contacted, the dealership name, address, and telephone number.

4. The operator will locate the nearest Service Center with an available pre-exchange unit and the Service Center will advise the dealer when delivery can be expected.

Whenever additional service parts assistance is required, contact your nearest AC-Delco regional office as indicated in the current edition of GMSPO publication WA-2 "AC-Delco Authorized Service Centers."

CUSTOMER COMPLAINT INFORMATION:

Customer complaint information provided to the shops by dealerships is critical to the shops' ability to correctly repair returned units. Good customer complaint information is as important to a repair shop as it is to a dealer technician. Dealerships can help to assure proper repair of radios, clusters, and SIR DERM by providing complete and accurate information about the customer complaint and the reason that the cluster or radio is being returned for repair.

AC-DELCO EXCHANGE PROCESS/OLDSMOBILE WARRANTY CLAIM PROCEDURE: ------------------------------------------------------------- Use the following procedure for those components listed on page 1 which are marked with "a":

1. Remove the unit requiring repair from the vehicle; complete all red shaded areas of the AC-Delco Warranty Repair Claim (ACD-1 078A). Send the unit and all five copies of the completed form to the authorized AC-Delco center chosen from GMSPO publication WA-2. All information except for the dealer's signature must be printed legibly or typed.

IMPORTANT: Nature of Problem, Field #3, is particularly important. To assure accurate diagnosis and repair of the returned unit, also attach a Repair Order copy; and in the case of a radio, the Audio System Condition form.

2. The repaired unit will be returned to the dealership with the dealership copy of the AC-Delco form, properly completed. In cases where the dealership has received a pre-exchange unit, the completed form will be mailed after return of the inoperative unit to the Repair Center.

3. An Oldsmobile warranty claim is to be submitted for the R&R of the unit. Refer to the appropriate Labor Time Guide for labor operation numbers and time allowances. An additional 0.2 hour administrative allowance will be paid if applied for when components are repaired under warranty by an AC-Delco Service Center or another qualified service outlet. This additional time should be entered in the "other labor hours" column of the Oldsmobile warranty claim. Dealers may also claim shipping charges for return of the defective unit, as "sublet".

4. The dealer copy of the ACD-1078A and the freight receipt or shipping invoice are to be retained in accordance with requirements detailed in the current Oldsmobile Service Policies and Procedures Manual.

5. If the repair is done by the dealer, or sublet to other than an AC-Delco Service Center, credit will be allowed on an Oldsmobile Warranty Claim. Allowances for such repairs are included in the Labor Time Guide. Sublet repair charges should be included on the claim and the sublet bill retained in the usual manner.

IMPORTANT: Timely return of "core" units is essential to the success of the exchange programs. Un-returned units result in local parts shortages at all dealerships serviced by the Repair Center. Failure to return the inoperative unit in the SPECIAL REUSABLE CONTAINER may result in a container replacement fee. Failure to return the ACD-1078 within 30 days of the date the exchange unit was shipped may result in a repair fee. Delinquent core returns may result in a debit to the dealership open parts account.

SECTION 2 RADIOS AND AMPLIFIERS

1992 PROGRAM OVERVIEW:

Refer to Section 1 for the procedure to repair or exchange a radio through an authorized AC-Delco Repair Center. Remove all attachment brackets before sending radios to a Repair Center.

UNUSUAL RADIO INTERFERENCE CONDITIONS/RADIO SYSTEM SUBLET WORK: ------------------------------------------------------------- It is the responsibility of the dealership to diagnose and repair radio system problems such as interference conditions caused by other components on the vehicle. Complete audio system diagnosis can be found in Section 9A, Audio Systems, in the 1992 Service Manuals. The 1992 Service Manual Section 9A contains E&C data bus diagnosis for switch pops and noises, and for conditions such as clock, dimming, audio, cassette problems, or CD player problems.

In unusual cases where the dealership has been unable to determine the cause of a problem, it may be necessary to sublet the repairs to an AC-Delco Service Center. The dealership should make the Service Manual, Sections 9A and 8A-1 50/1 51 available to the Repair Center for sublet diagnosis. The dealership will be charged for the cost of repairs made by the AC-Delco Service Center.

Oldsmobile recommends use of the shops listed in GMSPO publication WA-2 for all radio repairs and any radio sublet work. The shops listed are stocked with limited numbers of all 1992 Oldsmobile radio parts and have processes in place to repair or exchange all 1992 Oldsmobile radios.

DEALER INSTALLED RADIOS:

Delco radios that are dealer installed or dealer upgraded at a later date are covered under either the 12 month/12,000 mile parts warranty or for the remainder of the vehicle's original New Car Limited Warranty Basic Coverage, whichever is greater.

WARRANTY CLAIM SUBMISSION:

Refer to Section 1 AC-Delco Exchange Process/Oldsmobile Warranty Claim Procedure. However, do not submit for parts since they are being provided by the exchange center. The dealership may submit a "sublet" claim if the radio was sent to an A/C Delco Service Center for repair.

SECTION 3 SUPPLEMENTAL INFLATABLE RESTRAINT (SIR) DIAGNOSTIC ENERGY RESERVE MODULE (DERM)

Supplemental Inflatable Restraint DERMS used in certain 1992 Oldsmobile models are to be serviced with an exchange unit from one of the AC Delco Service Centers listed in the current edition of GMSPO publication WA-2 "AC-Delco Authorized Service Centers." The Centers are authorized to pre-exchange by sending an exchange unit to the dealership in advance of receiving a problem unit for repair. The only cases in which a dealer should order a DERM through GMSPO is when the DERM is missing or physically damaged.

LOCATING EXCHANGE PARTS:

If your local AC Delco repair facility does not have a unit available for pre-exchange, AC-Delco authorized service centers may not automatically refer a dealership to another shop for service when an exchange unit is not available. It is the dealership's responsibility to find a needed exchange unit by calling first the local shop, then, if necessary, referring to "Locating Exchange Parts" in section 1 of this bulletin.

AC-DELCO EXCHANGE PROCEDURE:

Refer to the Exchange Procedure outlined in Section 1 of this bulletin.

WARRANTY INFORMATION:

Refer to Section 1 AC-Delco Exchange Process/Oldsmobile Warranty Claim Procedure.

SECTION 4 TORONADO AND TROFEO BCM EEPROM (ODOMETER CHIP)

OVERVIEW:

-------- The BCM in 1992 use two types of PROMS; an EPROM and an EEPROM. Refer to the appropriate Service Information Manual, Section 8D2, to distinguish between EPROM and EEPROM locations inside the BCM.

The EPROM retains information pertaining to those systems and options controlled by the BCM (i.e., the ECC system, lighting, and displays) The BCM EPROM is serviceable and interchangeable with PROMs from the same model vehicles. New EPROMs are available from GMSPO.

The EEPROM stores information specific to the vehicle. This information includes the VIN, season odometer mileage, body style, and some option content information. Unlike the EPROM, the EEPROM may not be transferred from one vehicle to another. Transferring EEPROMs between cars will result in incorrect odometer readings and possibly incorrect Driver Information Center (DIC) messages.

EXCHANGE PROCEDURE:

Replacement EEPROMs may be obtained only by calling one of the following AC-Delco Service Centers:

Refer to GMSPO publication WA-2 for Service Center phone numbers and addresses.

Replacement EEPROMs should be shipped to the dealer within 24 hours if the Service Center is called before 2:00 PM. The following information must be given to the Service Center when calling to request a replacement EEPROM:

1. VIN

2. Is the vehicle U.S., Canada, Sweden-Norway, Japan, or Leaded Fuel export?

3. Exact mileage

4. Dealer code, name, mailing address, and phone number

5. Heated windshield Yes/No

6. Analog/digital cluster

7. Compass

8. C/D player

9. Trofeo/Toronado

10. Cellular phone

11. Driver Information Display

In the event the exact mileage is not known, a replacement EEPROM may be obtained with either zero miles or the most recent known mileage. An EEPROM with zero mileage should only be requested when the vehicle mileage is not accurately known. An odometer replacement sticker with the approximate mileage must be installed on the driver's door when installing an EEPROM with zero miles. In some cases, the mileage may be read from the failed EEPROM by the Repair Center or Delco Electronics, if necessary.

IMPORTANT: If you are unfamiliar with Oldsmobile policy regarding integrity of odometer mileage, refer to the Oldsmobile Service Policies and Procedures Manual, Section 1.

The replacement EEPROM will be shipped to the dealer with an ACD-1078A claim form originated by the Service Center. This form must be completed by the dealer and returned to the Service Center with the replaced EEPROM. One copy of the claim form should be retained and attached to the R.O. The remaining forms must be returned to the Service Center with the replaced EEPROM.

Failure to return the replaced EEPROM with the claim form will result in a $200 core charge.

Zones will be notified of any EEPROMs not returned within 60 days.

All returned EEPROMs are checked for proper mileage and the results reported to Oldsmobile.

WARRANTY INFORMATION:

Refer to Section 1 AC-Delco Exchange Process/Oldsmobile Warranty Claim Procedure.

SECTION 5 TORONADO/TROFEO DIGITAL ELECTRONIC INSTRUMENT CLUSTER REPAIR AND REPLACEMENT CLUSTER PROCEDURES.

Replacement instrument clusters may be obtained from VDO-Yazaki using the following procedure:

Replacements for damaged clusters due to collision, fire, flood, etc. are to be ordered from GMSPO using normal parts ordering procedures.

1 .Call the VDO-Yazaki Service Center at (703) 665-2446, or 2447, (Fax number (703)-662-5761), 7:30 a.m. to 4:30 p.m. EST Monday through Friday and order the appropriate part number.

2. VDO-Yazaki will request the following information:

o Dealer code

o Dealers shipping address

o Vehicle identification number

o Cluster part number

o Owner comment or observed condition

o Diagnosis used to determine the cluster required replacement. VDO-Yazaki is staffed by trained technicians who will attempt to confirm the condition is cluster related and not car system related. Technician or shop foreman should be on-hand when calling to answer their questions regarding the diagnosis.

o If the condition involves the odometer, a mileage figure will be required. The replacement cluster will be shipped with mileage pre-set.

VDO-Yazaki will ship replacement clusters C.O.D. The C.O.D. price will be the "repair charge" and "core charge" listed plus freight. The cluster will be sent UPS next day air shipping.

Included with the replacement cluster will be a computer-printed form. To obtain the core refund, this form must be filled out completely and returned with the inoperative cluster to VDO-Yazaki in the shipping container. The inoperative cluster is to be shipped UPS prepaid to following address:

When the repairable cluster is received by VDO-Yazaki, payment will be issued to the dealership in the amount of the core charge.

Warranty claims should include the part number, parts dealer net price plus 30% (see chart below), shipping charges listed in the sublet, applicable trouble code, labor operation number, and labor time. An additional 0.2 hour administrative allowance may be applied for in the "other labor hours" column of the Oldsmobile warranty claim.

In the event an exchange cluster is not available, the inoperative cluster identified with the service activity number should be shipped to VDO-Yazaki UPS prepaid for repairs.

It invoice payment or core clusters are not returned to VDO-Yazaki within 30 days, the service center will forward the documentation to Oldsmobile for billing to the dealer through the open account statement.

C.O.D. amount includes 23.50 shipping, 3.75 C.O.D. fee, dealer net price plus the core charge.

Illumination bulb trade numbers are 76 and 161.

SECTION 6 CLUSTER, DRIVER INFORMATION DISPLAY (DID) OR DID CONTROLLER

AC-Delco Service Centers will handle the exchange of Clusters, DID Monitor or DID Controller.

Please adhere to the following procedure if a part is determined to be inoperative:

1. The dealer will phone the AC-Delco Service Center to request an exchange unit for a Cluster, DID controller or DID monitor.

2. AC-Delco Service Center will discuss any necessary system diagnostics concerns, and determine it a part is actually required.

3. If a part is required the service center will need to obtain the following information from the dealer:

a. Year and body style of vehicle

b. Part number of part required (Cluster part numbers are listed at the end of this section.)

c. Mileage of vehicle

d. Dealer code

e. Dealer address

f. Dealer telephone number

g. Name of person ordering at dealer

h. Vehicle Identification Number

The AC-Delco Service Center will send the replacement part to the dealer via UPS NEXT DAY SERVICE.

Return of the inoperative part from the dealer to the AC-Delco Service Center should be via UPS ground.

The dealer will be provided a core charge reimbursement upon receipt of the malfunctioning electronic component. Oldsmobile will not reimburse a dealer for the core charge amount on a warranty claim.

SECTION 7 CELLULAR MOBILE TELEPHONE SYSTEM INFORMATION

SYSTEM DIAGNOSIS AND REPAIR:

As with all warranted factory equipment, the dealership is responsible for diagnosis and repair of customer concerns regarding phone system operation. Oldsmobile will reimburse the dealer for performance of warranty phone system repairs. Motorola will provide transceivers and handset diagnosis and repair to the dealership at no charge while under warranty.

The factory installed Motorola mobile telephone transceiver (option UZ3) may look like the after-market Motorola transceiver, however it is different internally as well as having a different wiring connector. Due to the difference, most if not all local Motorola Service Shops are unable to service the factory installed transceiver.

DIAGNOSTIC PROCEDURES ASSISTANCE:

Following the steps below, a dealership should be able to resolve any cellular telephone problem encountered.

o Consult the Toronado/Trofeo Users Guide for Cellular Telephone-Visual Information Center.

o Consult the 1992 Toronado/Trofeo Service Manual Section 91 for diagnosis and system description, and page 8A-152 for wiring diagrams.

o If further assistance is required, contact Oldsmobile Technical Assistance.

TRANSCEIVER OR HANDSET SERVICE:

When diagnosis indicates handset or transceiver service is required, both components should be provided to:

The following important items need to be noted:

1. The transceiver should be sent using the fastest possible shipping method with a request that the unit be returned the same way.

2. Include a letter in the shipping carton with the following typewritten information.

a. Owner's concerns

b. Transceiver Serial Number (Important because Motorola tracks the unit through their process using this number).

c. Dealership contact person.

d. Dealership name, address and phone number

SERVICE PARTS INFORMATION:

All service parts , except for the User's Guide, will be available from GMSPO. Do not replace the transceiver or handset with parts from GMSPO while under warranty without prior authorization. These components are warranted by Motorola under "TERMS" of the New Vehicle Warranty. Motorola will repair or replace the defective component as required. Components that are repaired outside the warranty due to damage from theft, vandalism or fire are to be ordered from GMSPO.

WARRANTY INFORMATION:

For vehicles ordered with the cellular phone option (UZ3); repair parts and labor are covered for all cellular phone components in accordance with the New Vehicle Limited Warranty. Warranty claims will not be accepted for transceivers or handsets, as they are warranted by Motorola directly. Replacement units needed because of non- warranty incidents may be ordered from GMSPO.
