Dear General Motors Dealer:

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.

REASON FOR THIS RECALL

General Motors has decided that a defect which relates to motor vehicle safety, exists in certain recently manufactured replacement fuel tanks sold through General Motors Service Parts Operations (GMSPO). The tanks involved are 16 and 20 gallon service part fuel tanks used on 1975-86 C/K Pickup and 1987-91 R/V Pickup and Cab-Chassis trucks. These replacement tanks may have one or more pairs of the six projection welds that attach the sender unit retaining ring to the tank which may not meet specification. These welds may fracture during sending unit installation. If the welds fractured and this was not noticed by the installer, the tank could spray some fuel in a collision and/or could leak fuel if the vehicle rolled over. If an ignition source were present, a fire could occur.

Service tanks involved in this recall are GM part numbers:

These tanks service 1975-86 C/K and 1987-91 R/V Pickup and Cab-Chassis trucks. These tanks were produced by GM between December 1, 1993 through September 12, 1994, and were sold through GMSPO. Attached to this letter is a list of involved tanks sold to your dealership.

Your dealership sales records require inspection to determine the name and address of purchasers of these replacement tanks.

0 If the purchaser is the owner of the vehicle, you should send the owner a copy of the attached owner letter requesting their truck be brought in for inspection per campaign bulletin 91-C-51.

0 If the purchaser is NOT the owner of the vehicle, (e.g., a body shop, independent repair shop, etc.), you should contact the repair facility and obtain the owner's name and address so you can send the owner a copy of the attached owner letter requesting their truck be brought in for inspection per Campaign Bulletin 91-C-51.

The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within 60 days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.

Every effort must be made to promptly schedule an appointment with each owner and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the letter that is being sent to owners, the owner is being instructed to contact the GMC Truck Division Customer Relations Office or the Chevrolet Customer Assistance Center if their dealer does not remedy the condition within five days of the mutually agreed upon service date. If the condition is not remedied within a reasonable time, they are instructed on how to contact the National Highway Traffic Safety Administration.

DEFECT INVOLVED

General Motors has determined that a defect which relates to motor vehicle safety exists in certain recently manufactured 16 and 20 gallon service-part fuel tanks for use on 1975-86 C/K Pickups and Cab-Chassis and 1987-91 R/V Pickups and Cab-Chassis. These service-part fuel tanks may have one or more pairs of the six projection welds which attach the sender-unit retaining ring to the tank that do not meet specification. These out of specification welds may fracture during sending unit installation. Normally it would be expected that the installer would notice the welds breaking. However, if this occurred unbeknownst to the installer, the fuel tank could spray some fuel in a collision and/or fuel could leak out if the vehicle rolled over. In these instances, if an ignition source was present, a fire could occur.

To correct this condition, dealers will inspect the tank for wet spots or corrosion, then perform a pressure test on the suspect tank to determine if any of the sender ring weld pairs are fractured. If they are, a new fuel tank would be installed. Any required repairs for fuel system leakage caused by other preexisting conditions would be repaired at the customer's expense.

Fuel tanks involved in this recall are listed below. The fuel tanks service 1975-86 C/K Pickup trucks and 1987-91 R/V Pickups and Cab-Chassis trucks, and were sold by GMSPO from December 1, 1993 through September 12, 1994. Enclosed with this campaign is a listing of the involved replacement tanks sold to your dealership. Dealers not receiving a listing have no involved sales at this time.

To ensure these parts will be obtained as soon as possible, they should be ordered from GMSPO on a "C.I.O." order with no special instruction code, but on an advise code (2). Since this recall involves only replacement parts, and GM records do not contain customer name and address, it is very important that each involved dealer take the necessary time required to responsibly identify customers who have purchased these tanks.

When a customer brings their C/K or R/V vehicle to your dealership for this campaign, you should first inspect each vehicle's fuel tank(s) and fuel tank straps for evidence of recent replacement and/or excessive corrosion as well as evidence of existing leaks prior to performing any repair or replacement.

If it does not appear that the fuel tanks(s) or straps have been recently replaced and there is evidence of excessive corrosion to the fuel tank(s) and straps, and if the owner does not have proof that a replacement fuel tank was purchased/replaced between December 1, 1993 and September 12, 1994, the owner should be advised that their vehicle may not be involved in this campaign. The owner should also be advised that any repairs made to the fuel tanks, other than repairs to correct fuel tanks with defective sender unit retaining ring projection welds, would be at their own expense.

Once this inspection has been completed, the dealer should then perform a pressure test on the suspect tank to determine if their are any leaks. If the tank does not pass the pressure test, the fuel tank should be removed and the sender unit retaining ring inspected visually for evidence of any "lifting up" or unevenness from the tank surface. "Lifting up" or unevenness of the sender unit retaining ring is an indication of fractured welds. Further verification of fractured welds can be made by trying to pass a "feeler gauge" through the welds.

Dealers are to service all replacement fuel tanks with defective projection welds on the sender unit retainer ring at no charge to the owners, regardless of mileage, age of vehicle, or ownership, from this day forward.

If you have any of these tanks in inventory, they should be returned to GMSPO which will credit your account for the purchase plus an allowance for handling or provide you with a replacement tank. Use SPO form PC659 and the customary procedures for defective part return as described in the Parts Policy and Procedures Manual.

OWNER NOTIFICATION

ALL GM DEALERS

Your dealership sales records require inspection to determine the purchasers of these tanks. After determining the name and address of the purchaser, you should send the purchaser a copy of the attached owner letter requesting their truck be taken to their Chevrolet dealer for inspection per Campaign Bulletin 91-C-51. Copies of the purchaser's name and address for each listed part number, along with your dealership name, address and dealer code should be mailed to:

SERVICE PROCEDURE

TO BE PERFORMED BY CHEVROLET OR GMC TRUCK DEALERS ONLY

Dealers should first inspect each C/K or R/V vehicles fuel tank(s) and fuel tank straps for evidence of recent replacement and/or excessive corrosion as well as evidence of existing leaks prior to performing any repair or replacement.

If it does not appear that the fuel tanks(s) or straps have been recently replaced and there is evidence of excessive corrosion to the fuel tank(s) and straps, and if the owner does not have proof that a replacement fuel tank was purchased/replaced between December 1, 1993 and September 12, 1994, the owner should be advised that their vehicle may not be involved in this campaign. Tanks with fractured sender unit retaining ring welds should be replaced at no charge to the customer.

1. With ignition key in run position, check fuel gage to insure there is no more than 3/4 of a tank of fuel in vehicle. For auxiliary fuel tanks the fuel tank transfer switch in the cab will need to be switched to "right side" position.

NOTICE: In cases where fuel gauge indicates above 3/4 of a tank of fuel, remove enough fuel from tank so that a 3/4 gauge reading is indicated. Drain fuel tank as described in section 6C of service manual.

2. Disconnect negative battery cable after noting all electronic device settings.

3. Disconnect radiator test cap from Radiator Pressure Test Pump (Kent Moore Tool J-24460-01 or equivalent) at hose to cap fitting.

4. Pressurize fuel tank(s) in question following the applicable procedure shown below:

Trucks With One Fuel Tank:

Insert threaded end of radiator pressure tester hose fitting into fuel vapor line at fuel tank fuel vapor canister (Figure 1).

Trucks With Dual Tanks (RPO NL2):

Remove shield covering the electronic fuel tank transfer valve which is located inside the frame rails next to the auxiliary (right side) fuel tank. Under the shield there is a T-connection, which connects each fuel tank vapor line to the fuel vapor canister line. For the fuel tank which is going to be pressure tested, disconnect fuel tank vapor line from the T-connector. Insert threaded end of radiator pressure tester hose fitting into vapor line (Figure 1).

5. Pressurize fuel tank system to 1-2 psi. Note position of radiator pressure test pump gage needle.

6. Monitor pressure change which occurs. Note that a slow rate of pressure bleed off is normal due to radiator pressure test pump to fuel vapor canister connection. Pressure may also bleed off as a result of fill cap pressure relief valve.

0 If the test indicates that pressure bleeds off in a period of 1-2 minutes, the fuel tank will need to be removed and the sender unit retaining ring welds inspected for evidence of any "lifting up" or unevenness from the tank surface. "Lifting up" or unevenness of the sender unit retaining ring is an indication of fractured welds. Further verification of fractured welds can be made by trying to pass a "feeler gauge" through the welds. If tank replacement is required because of fractured sender unit retaining ring welds, skip to Fuel Tank Replacement Procedure below.

0 If fuel tank pressure tests indicates that fuel tank holds pressure, go to step 7.

7. Reconnect fuel vapor line. If fuel was removed from fuel tank in step 1 of service procedure, refill tank to previous level with fuel that was drained.

8. Reconnect negative battery cable and reset all electronic devices as noted in step 2.

9. Install Campaign Identification Label.

Fuel Tank Replacement Procedure

1. Drain remaining fuel from fuel tank following procedure in section 6C of appropriate service manual.

2. Disconnect clamps connecting fuel filler neck hose and vent line to fuel tank.

3. While supporting fuel tank, remove fuel tank retaining straps.

4. Disconnect fuel tank sending unit wires, hoses and ground strap from fuel tank. Tank will need to be lowered to gain access.

5. Remove fuel tank from vehicle.

6. Loosen sending unit tank locking cam using Kent-Moore tool J36608 or equivalent and remove fuel sending unit assembly from fuel tank. This procedure is described in detail in section 6C of appropriate service manual.

7. Install fuel tank sender unit into the replacement fuel tank.

0 Inspect and replace sending unit gasket if necessary.

0 Tighten sending unit locking cam using Kent-Moore tool J36608 or equivalent.

8. While supporting fuel tank, install fuel tank sending unit wires, hoses and the ground straps.

9. Reconnect the existing fuel tank filler neck hose and the vent pipe to the fuel tank using existing fasteners removed in step 4.

10. Using existing fuel tank anti-squeak strips, install existing fuel tank retaining straps with existing hardware. Torque bolts or nuts as follows:

0 Base Tank Nuts - 6 Nm (48 lb. in.)

0 Auxiliary Tank Bolts (If Applicable) - 33 Nm (24 lb. ft.)

11. Reconnect fuel vapor line. Refuel fuel tank with gas removed in step 1 of this procedure.

12. Reconnect negative battery cable and reset all electronic devices as noted in tank inspection procedure (step 2).

13. Install Campaign Identification Label.

CAMPAIGN IDENTIFICATION LABEL

Each vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the campaign number and the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen.

Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner. When installing the new Campaign Identification Label, be sure to install the clear protective covering. Additional Campaign Identification Labels can be obtained from VISPAC Incorporated by calling 1-800-269-5100 (Monday-Friday, 8:00 a.m. to 4:30 p.m. EST). Ask for Item Number S-1015 when ordering.

Apply "Campaign Identification Label" only on a clean, dry surface.

These service tanks may have one or more pairs of the six projection welds that attach the sender unit retaining ring to the tank which may not meet specification. These welds may fracture during sending unit installation. If the welds fractured and this was not noticed by the installer, the tank could spray some fuel in a collision and/or could leak fuel if the vehicle rolled over. If an ignition source was present, a fire could occur.

Service tanks involved in this recall are GM part numbers:

These tanks service 1975-86 C/K and 1987-91 RN Pickup and Cab-Chassis trucks. These tanks were produced by AC Delco Systems between December 1, 1993 through September 12, 1994 and were sold through General Motors dealerships. You are being notified because dealership records indicate that you may have purchased one of the involved replacement fuel tanks from a General Motors dealer during the suspect time period.

WHAT WE WILL DO

To correct this condition, your dealer will inspect the tank for inadequate welds. Tanks having inadequate projection welds on the sending unit retaining ring will be replaced at no charge.

WHAT YOU SHOULD DO

Please contact your Chevrolet or GMC dealer as soon as possible to arrange a service date and so the dealer may order the necessary parts for the repair. Instructions for making this correction have been sent to your dealer. The labor time necessary to perform this inspection is approximately 30-60 minutes. Actual fuel tank replacement, if required, will take approximately 1-1/2 to 3-1/2 hours. Please ask your dealer if you wish to know how much additional time will be needed to schedule and process your vehicle.

The enclosed owner reply card identifies your vehicle. Presentation of this card to your dealer will assist in making the necessary correction in the shortest possible time. If you have sold or traded your vehicle, please let us know by completing the postage paid reply card and returning it to us.

Your Chevrolet or GMC dealer is best equipped to provide service to ensure that your vehicle is corrected as promptly as possible. If, however, you take your vehicle to your dealer on the agreed service date, and they do not remedy this condition on that date or within five (5) days, we recommend you contact the Chevrolet Customer Assistance Center by calling 1-800-222- 1020 or GMC Truck Customer Relations at 1-800-GMC-TRUCK, whichever is applicable
