The following diagnosis might be helpful if the vehicle exhibits the symptom described in the PI.

Starting on October 8th, 2004 we will be canceling the Engineering Part Restriction on Instrument Panel Cluster part number 15114649. If you have replaced a cluster during this program please make sure you have returned the replaced cluster to the Electronic Service Center. The Service Centers are returning these specific clusters to Engineering.

Original message below: Starting on September 13th, 2004 Instrument Panel Cluster part number 15114649 will be on restriction. To obtain this part, PQC will need to be contacted. Prior to contacting the PQC please verify the instrument cluster part number with the Tech 2. Once you verified the part number, please contact the PQC at 1-866-654-7654. We use a number of different clusters in these trucks and are only looking at the cluster with part number 15114649. If the Exchange Service Center is contacted to request a cluster with this part number they will refer you to the PQC. The PQC will be asking a number of questions in reference to the diagnostic path taken to decide why a cluster is needed. They may also ask to do some additional testing or take some readings out of the normal diagnostic process. We will be allowing additional time for the technician if we ask them to do anything above and beyond what is considered the normal diagnostic procedure. We have done similar restrictions on other electronic components and the data we collected has lead to a number of design and diagnostic improvements that has helped us reduce the causes of customer complaints and improve the diagnostic charts in the electronic service manual. We do limit the number of these we run at one time because we know the impact it has on your business.

Please follow this diagnosis process thoroughly and complete each step. If the condition exhibited is resolved without completing every step, the remaining steps do not need to be performed. If these steps do not resolve the condition, please contact GM TAC for further diagnostic assistance.
