CAMPAIGN:CARGO SHADE RATTLES

Subject: PRODUCT CAMPAIGN 95-C-34 - CARGO SHADE RATTLES

Model and Year: 1995 BLAZER WITH CARGO SHADE

To: All Chevrolet/Geo Dealers

General Motors has determined that on certain 1995 Chevrolet 4-door Blazers built before early December, 1994, and on certain 1995 Chevrolet 2-door Blazers built before the end of January, 1995, the retractable cargo shade was not installed, but the cost of this feature was not removed from the vehicle invoice.

Rattles that were inherent in the design of the cargo shade were deemed to be unacceptable. A decision was made to stop installing the retractable cargo shade (part of the jack cover) until the rattle condition could be corrected. In its place, a plain jack cover was installed. Further, it was decided to not issue the dealer a credit for the cost of the deleted retractable cargo shade. A new cargo shade would be sent to the dealer for installation into the vehicle once the quality concerns had been corrected. Additionally, it was agreed the customer's vehicle will be washed and the fuel tank topped off as a way of saying "Thank You".

To correct this condition, dealers will install a redesigned cargo shade.

VEHICLES INVOLVED

Involved are certain 1995 Blazers built within the following VIN breakpoints:

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow-up with owners involved in this campaign.

These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.

PARTS INFORMATION

A preshipment of parts will be sent to involved dealers the week of May 1, 1995. Preshipment parts will be charged to the dealers' open parts account.

Parts required to complete this campaign are to be obtained from General Motors Service Parts Operations (GMSPO). To ensure these parts will be obtained as soon as possible, they should be ordered from GMSPO on a "C.I.O." order with no special instruction code, but on an advise code (2) . All Goodwrench parts system test dealers should order on a "VIP" order. Adhesive templates must be obtained from Adistra at 1-800-627-5699.

OWNER NOTIFICATION

Owners will be notified of this campaign on their vehicles by Chevrolet Motor Division by both telephone and then by the customary letter of notification (see copy of owner letter included with this bulletin).

DEALER CAMPAIGN RESPONSIBILITY

All unsold new vehicles in dealers' possession and subject to this campaign must be held and inspected/repaired per the service procedure of this campaign bulletin before owners take possession of these vehicles.

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owners letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

SERVICE PROCEDURE - Figures Referenced Are Located On Pages 4 & 5.

TWO DOOR BLAZER

1. Unlatch and remove cargo shade panel (or jack cover panel).

2. Place adhesive template on mounting bracket for top latch located on trim panel (see Figure 1).

3. Using a die grinder or similar tool, remove open keyhole area of template.

4. Install new cargo shade panel.

5. Install Campaign Identification Label.

6. Wash and fill tank before returning vehicle to owner (this will be performed once for units involved in campaigns 95-C-31, 95-C-33, 95-C-34 and 95-C-35).

FOUR DOOR BLAZER

1. Unlatch and remove current cargo shade panel (or jack cover panel).

2. From new cargo shade panel, unscrew and remove forward latch nut and rubber washer (see Figure 2).

NOTICE: Forward latch must be in unlatched position.

3. Temporarily install new cargo shade by the rear and top latches.

4. Use a pencil to make a vertical line in the center of the open latch screw hole. This marks the fore/aft position of the forward latch (see Figure 3).

5. Remove new cargo shade and refasten the forward latch rubber washer and nut.

6. Use a pencil to make a horizontal line 26 mm (1 inch) above lower edge of trim panel. This line should intersect the vertical line drawn earlier (See Figure 4).

7. Use a 3mm (1/8 inch) drill bit and measure 19mm (3/4 inch) up from the drill tip, then mark this distance by wrapping electrical tape around the bit.

Important: This step must be performed in order to prevent drill contact with the interior seat belt retractor.

8. Drill a 3 mm (1/8 inch) diameter pilot hole in trim panel at the point where the two lines intersect.

CAUTION:

Care should be used in drilling so as not to crack trim panel

9. Use a 13mm (1/2 inch) drill bit and measure 19mm (3/4 inch) up from the drill tip, then mark this distance by wrapping electrical tape around the bit.

Important: This step must be performed in order to prevent drill contact with the interior seat belt retractor.

10. Drill a 13 mm (1/2 inch) diameter finish hole in trim panel at the pilot hole.

CAUTION:

Care should be used in drilling so as not to crack trim panel

11. Install new cargo trim panel.

12. Install Campaign Identification Label.

13. Wash and fill tank before returning vehicle to owner (this will be performed once for units involved in campaigns 95-C-31, 95-C-33, 95-C-34 and 95-C-35).

CAMPAIGN IDENTIFICATION LABEL

Each vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the campaign number and the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen.

Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner. Additional "Campaign Identification Labels" can be obtained from DAC.

Apply "Campaign Identification Label" only on a clean, dry surface.

* Campaign Administrative Allowance.

** The "Parts Allowance" should be the sum total of the current GMSPO dealer Net price plus 40% of all parts required for the repair.

+ The amount to be entered in the "Net Amount" column should represent the cost of the fuel required to fill the vehicle's tank for a customer. Note that the amount submitted should represent the self-service price of regular unleaded fuel.

++ The amount to be entered in the "Net Amount" column should represent the cost for a customer car wash up to $6.00.

The cargo shade was omitted from your vehicle because it had a rattle condition when severe bumps were encountered. We have revised the cargo shade and believe it will meet the high quality standards you expect from Chevrolet.

Instructions for performing this service have been sent to your Chevrolet dealer. This enhancement will be made to your vehicle at no charge to you. Please contact your Chevrolet dealer to arrange a convenient appointment and ensure the proper parts are available to complete this service. The enclosed owner reply card identifies your vehicle. Presentation of this card to your dealer will assist in installing this enhancement in the shortest possible time. If you have sold or traded your vehicle, please let us know by completing the postage paid reply card and returning it to us.
