This bulletin is being revised to add model years and information on U.S. Saturn dealers. Please discard Corporate Bulletin Number 05-00-89-045 (Section 00 -- General Information).


Electronic exchange components that fail under warranty or are provided to customers under goodwill by GM/Saab Dealers are to be supplied by GM authorized Electronic Exchange Centers. When goodwill is appropriate under the existing goodwill guidelines, the electronic component will be provided on a no-charge exchange basis. Therefore, dealers are not to order new units from GM/Saab.

A properly authorized and paid dealer goodwill claim for the labor and administrative allowance, if applicable, is required. When the ESC submits a claim to GM for the component under goodwill, there must be a matching claim from the dealer for the labor. Partial goodwill adjustments do not work with this program, as the dealer's paid claim authorizes the ESC's claim to be paid. ESCs have been provided the same goodwill guidelines as GM dealers. Goodwill requests beyond those guidelines should be reviewed with the District Service Manager.

Dealer Actions Required

    • Notify the ESC at the time of the order that the repair is being performed on a goodwill basis at no charge to the customer.
    • GM Dealers -- Submit a warranty claim via the WINS system for the R&R time published in the GM Labor Time Guide, plus administrative allowance, for completing the exchange.
    • U.S. Saab Dealers -- Submit a warranty claim via IRIS for the R&R time published in the Saab STM for completing the exchange.
    • U.S. Saturn Dealers -- Submit a warranty claim via the Global Warranty System for the R&R time published in the GM Labor Time Guide, plus administrative allowance, for completing the exchange.
