The air compressor should be capable of building up air system pressure from 586 to 690 kPa (85 to 100 psi) in 40 seconds with the engine at full governed RPM. If the air pressure does not build within the specified time, check for air leaks in the system. The following symptoms cover both the air compressor and the governor.
