CAMPAIGN: SEAT ANCHORAGE INADEQUATE/BUILT @ UNION CITY

Models: 1988-89 P2-3 Commercial Chassis With Value Van Bodies Built By Union City Body Company

TO: ALL GENERAL MOTORS DEALERS

General Motors of Canada has determined that certain 1988-89 P2-3 commercial chassis equipped with step van/value van bodies built by Union City Body Company have seat pedestals (drivers/passengers) with a larger than specified slot in the centre channel. The seat pedestal may not meet the loading requirements of FMVSS 210, "Seat Belt Assembly Anchorages - Passenger Cars, Multipurpose Passenger Vehicles, Trucks and Buses".

To correct this condition, the seat pedestal(s) will be replaced in all involved vehicles with qualified pedestal(s) having proper slot characteristics.

VEHICLES INVOLVED:

Involved are certain 1988-89 P2-3 commercial chassis equipped with Value Van (E32/E33) bodies built by Union City Body Company (UCBC) within the following VIN breakpoints:

All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.

DEALER CAMPAIGN RESPONSIBILITY:

Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of kilometres traveled, age of vehicle, or ownership, from this time forward.

Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service, you are to ensure the campaign correction has been made before selling or releasing the vehicle.

Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.

CAMPAIGN PROCEDURE:

Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.

OWNER NOTIFICATION:

All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors. The listings provided are for campaign activity only and should not be used for any other purpose.

PARTS INFORMATION:

Parts are to be ordered from Union City Body Company. DO NOT ORDER FROM GENERAL MOTORS SERVICE PARTS DEPARTMENT.

ORDERING INSTRUCTIONS

GM of Canada dealers should contact by FAX/DEX the Union City Body Company at

(317) 964-3763 to the Attention of Service Dept., Regina Wasson, Service Manager

The dealer must include the following information:

A. Dealer Code, Name and Address B. Vehicle Serial Number C. Order Part #28428184 D. Quantity Required (one or two) E. Campaign Name and Number (Seat Pedestal Anchorage - 0A04)

Failure to have the vehicle serial number will cause your order NOT to be accepted as a no charge item.

PARTS AND LABOUR CLAIM INFORMATION:

Credit for the campaign work performed will be paid upon receipt of a properly completed campaign claim card, RAPID terminal or DCS transmission in accordance with the following:

Repair Code Description Time Allowance ------------ ----------- --------------- 2A Install new seat pedestal .8 - Driver's seat only

3A Install new seat pedestal 1.5 - Driver's seat and passenger seat

Time allowance includes 0.1 hour for Dealer administrative detail associated with this campaign. An allowance of $13.00 is included in repair code 2A and $25.00 is included in repair code 3A for parts handling and cost of faxing order to Union City Body Company.

SERVICE PROCEDURE:

1. Remove 4 nuts (1) holding seat assembly (2) to pedestal (8) and remove seat. Retain seat and nuts for re-installation.

2. Remove nut (3) on outboard side of seat belt assembly. Remove seat belt buckle (4). Pull retractor assembly (5) and rod from pedestal (8). Save seat buckle, retractor, nut, and rod for re-installation.

3. Remove bolts (7), nuts (6) and washers (9) holding base to floor. Remove pedestal (8) and base from vehicle.

NOTE: One man can remove the bolts holding the base by clamping the bolt above the floor or the nut below the floor with a pair of locking pliers and turning opposite nut or bolt with standard wrenches.

4. Attach new pedestal (8) and base to floor with four new attaching nuts (6), bolts (7), and washers (9) supplied with base. Torque nuts to 75-100 N.m (55-75 lb. ft.).

NOTE: Clamp bolts above floor with locking pliers and torque nuts below floor.

5. Reassemble seat belt buckle (4), retractor (5), and rod to new pedestal. Torque seat belt rod nut (3) to 60-75 N.m (45-55 lb. ft.).

6. Re-install seat (2) on pedestal assembly (8) and install and torque nuts (1) to 16 N.m (140 lb. in.).

INSTALLATION OF CAMPAIGN IDENTIFICATION LABEL

Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.

To correct this condition the seat pedestal(s) will be replaced in all involved vehicles. This service will be perforined for you at no charge.

Please contact your GM dealer as soon as possible to arrange a service date.

This letter identifies your vehicle. Presentation of this letter to your dealer will assist their Service personnel in completing the necessary correction to your vehicle in the shortest possible time.
