This bulletin is being revised to add the 2004 model year as well as the HUMMER H2 model. Please discard Corporate Bulletin Number 02-00-89-005 (Section 00 - General Information).


The purpose of this bulletin is to re-emphasize the disclosure requirements that dealers have prior to retail delivery. This refers to warranty repairs performed while in dealer inventory and not to repairs performed on "damaged in transit" vehicles. The guidelines for "damaged in transit" vehicles can be viewed in the GM Service Policies and Procedures Manual, Section 2.1. The following disclosure requirements have both legal and ethical implications and should be reviewed frequently to ensure compliance.

GM Requirements

In the Dealer Sales and Service Agreement, Article 7.1.2, it states "Dealer agrees to perform required warranty repairs on each qualified motor vehicle at the time of pre-delivery service and when requested by owner and special policy repairs approved by GM. When the vehicle is returned to the owner, the dealer will provide owner a copy and explanation of the repair document reflecting all services performed."

The GM Service Policies and Procedures manual requests in Section 3.3.3 that the dealer disclose any repairs performed prior to delivery. The dealer is encouraged to obtain some form of written acknowledgment from the customer to safeguard against future disputes.

State/Provincial Requirements

GM strongly encourages dealers to review their individual state or provincial requirements regarding disclosure or seek legal advice to fully understand their responsibility. States or provinces may have differing regulations as to what form or acknowledgment of disclosure is required.

Failure to follow the provisions that each state or province has identified may leave the dealer open to legal or punitive action for which GM would not be in a position to defend.
