AUCTION VEHICLES CAMPAIGN PERFORMANCE

Cadillac's increased involvement with "fleet vehicles" and the GM Auction Program has significantly impacted and/or complicated product recall campaign completions and 2nd owner warranty transfer activity. Therefore, in an effort to improve campaign modification performance and clarify 2nd owner warranty transfer requirements for vehicles purchased through a GM auction, dealers should closely adhere to the following procedures:

CAMPAIGN PERFORMANCE

o Submit the Vehicle identification Number of every vehicle purchased through the GM Auction Program to the Computerized Recall Information System (CRIS), in order to determine if any campaigns are required.

o Check for a Campaign Completion Label on each affected vehicle. This label should be located on the upper radiator support if the campaign has been previously completed.

o Perform all required campaign modifications prior to retailing the vehicle and affix a Campaign Completion Label.

o Submit a warranty claim for the campaign completion using the correct campaign "V" Labor Operation.

o Periodically review all Dealer Product Campaign Bulletins, especially those affecting current model vehicles with dealership service and sales personnel.

2ND OWNER WARRANTY TRANSFERS (For Applicable Vehicles)

o Transfer fee is not required for GM company vehicles (PEP) and GMAC Company Lease Car Program vehicles. Purchaser is considered the first retail owner and is automatically entitled to the remainder of the applicable warranty coverage.

o Transfer fee is required for GMAC and Divisional Program Lease vehicles (fleets and rental companies), GMAC Retail Lease vehicles (through dealers), and Arbitration vehicles. Purchaser is considered the second retail owner and is entitled to the remainder of the applicable warranty coverage only after a warranty transfer has been processed and approved (transfer must be effected within 90 days of purchase).

o Note that for vehicles which are eligible for the Optional New Vehicle Limited Warranty Extension, a $50 fee is still required in addition to the transfer fee, if applicable.

Your continued cooperation and perseverance is most important to ensure that a vehicle purchased through the GM Auction Program has been properly campaigned, if necessary, and that the subsequent owner is aware of the applicable warranty coverage. Any questions regarding required campaign modifications and/or warranty coverage, should be directed to your Cadillac Zone Office.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
