Attention: Proceed with this bulletin ONLY if the customer has commented about this concern AND the EI number is listed in GMVIS, otherwise disregard the bulletin and proceed with diagnostics found in the published service information. THIS IS NOT A RECALL. Refer to Service Bulletin 04-00-89-053A for more detail on the use of engineering information bulletins.


This bulletin is being revised to end the need for fascia paint information and provide feedback. Please discard Corporate Bulletin Number 07-08-62-004A (Section 08 -- Body & Accessories).


Based on feedback and parts returned from dealers, it was determined the fascias that were peeling had been damaged and repainted outside of General Motors by an unknown source.

It was also noticed that the fascias were repainted on top of the original paint surface and not properly prepped with primer or Ad Pro, which ultimately caused the paint from the outside source to peel. Refer to Corporate Bulletin Number 08-08-51-002 on "New Primer For TPO Fascias and Affected Cleaning Process of Painting Operation".

Because the fascia was damaged and repainted improperly by an outside source, General Motors is not responsible for this repair.

General Motors ONLY recommends that the specified GM paint and procedures be used when making any paint repairs. For the proper refinish materials to use, refer to the 2008 GMWI5406 GM Globally Approved Refinish Materials Information. The refinish materials information is now online at the GMGOODWRENCH WEB SITE*. Printed books have been discontinued. To access the site, follow these steps:

If a front fascia is found to be peeling due to an improper previous paint repair, the claim WILL be debited.
