Important: It is important to identify the fuel system as Non-ORVR compliant or
ORVR compliant with RPO's NAC/R1B prior to servicing (programing/flashing)
the Powertrain Control Module (PCM) to ensure that the correct calibrations
are used. The ORVR compliant fuel system with RPO's NAC/R1B (2nd Design) parts
are NOT INTERCHANGEABLE with the Non-ORVR compliant fuel system (1st Design)
parts.
For identification of the ORVR compliant fuel system on the 1999 Cadillac
Eldorados and DeVilles with RPO's NAC/R1B and engine options LD8 or L37 built
on and after March 1, 1999 refer to the figure.
The 1999 Cadillac Eldorado and DeVille Service Manual and Electronic
Service Information (ESI) will include the details of the system operation
and components.
The United States Government On-Board Refueling Vapor Recovery
(ORVR) Fuel System regulation states that 80% of the new GM vehicles built
in 1999 must be ORVR compliant. In order to comply with this government regulation,
the remainder of the 1999 Eldorado and DeVille vehicles with engine options
LD8/L37 must incorporate the ORVR compliant fuel system, RPO's NAC/R1B.
Effective March 1, 1999, the 1999 Cadillac Eldorados and
DeVilles with RPO's NAC/R1B and engine options LD8/L37 will feature the On-
Board Refueling Vapor Recovery (ORVR) Fuel System. This system recovers fuel
vapor that normally escapes to the atmosphere during refueling. In addition,
the ORVR compliant fuel system contains the vapor within the Evaporative (EVAP)
Emissions System.
Parts Information
This bulletin is being issued with part names and functions only in
order to expedite notification of the March 1, 1999 fuel system
revision. Applicable fuel system 1st Design parts for the 1999 Non-ORVR compliant
vehicles are NOT INTERCHANGEABLE with the 2nd Design parts on the 1999 ORVR
compliant vehicles with RPO's NAC/R1B.
Important: The 2nd Design Powertrain Control Module (PCM) on the 1999 ORVR compliant
vehicles with RPO's NAC/R1B require new calibrations. PCM's on vehicles built
with Non-ORVR compliant fuel system 1st Design components do not share the
same calibrations.
