On-Board Refueling Vapor Recovery (ORVR) Fuel System for the Remainder of the 1999 Model Year (Effective March 1, 1999)

Models:

1999 Cadillac DeVille, Eldorado with RPO's NAC/R1B and 4.6L Engine (VINs 9, Y - RPOs L37, LD8)

Important: It is important to identify the fuel system as Non-ORVR compliant or ORVR compliant with RPO's NAC/R1B prior to servicing (programing/flashing) the Powertrain Control Module (PCM) to ensure that the correct calibrations are used. The ORVR compliant fuel system with RPO's NAC/R1B (2nd Design) parts are NOT INTERCHANGEABLE with the Non-ORVR compliant fuel system (1st Design) parts.

For identification of the ORVR compliant fuel system on the 1999 Cadillac Eldorados and DeVilles with RPO's NAC/R1B and engine options LD8 or L37 built on and after March 1, 1999 refer to the figure.

The 1999 Cadillac Eldorado and DeVille Service Manual and Electronic Service Information (ESI) will include the details of the system operation and components.

The United States Government On-Board Refueling Vapor Recovery (ORVR) Fuel System regulation states that 80% of the new GM vehicles built in 1999 must be ORVR compliant. In order to comply with this government regulation, the remainder of the 1999 Eldorado and DeVille vehicles with engine options LD8/L37 must incorporate the ORVR compliant fuel system, RPO's NAC/R1B.

Effective March 1, 1999, the 1999 Cadillac Eldorados and DeVilles with RPO's NAC/R1B and engine options LD8/L37 will feature the On- Board Refueling Vapor Recovery (ORVR) Fuel System. This system recovers fuel vapor that normally escapes to the atmosphere during refueling. In addition, the ORVR compliant fuel system contains the vapor within the Evaporative (EVAP) Emissions System.

Parts Information

This bulletin is being issued with part names and functions only in order to expedite notification of the March 1, 1999 fuel system revision. Applicable fuel system 1st Design parts for the 1999 Non-ORVR compliant vehicles are NOT INTERCHANGEABLE with the 2nd Design parts on the 1999 ORVR compliant vehicles with RPO's NAC/R1B.

Important: The 2nd Design Powertrain Control Module (PCM) on the 1999 ORVR compliant vehicles with RPO's NAC/R1B require new calibrations. PCM's on vehicles built with Non-ORVR compliant fuel system 1st Design components do not share the same calibrations.


(1)	A Black Fuel Tank Fill Pipe Assembly. (Prior to March 1, 1999 the pipe's color is silver.)
(2)	A 16 mm (5/8 inch) Evap Emissions RR Hose Assembly. (Prior to March 1, 1999 the hose's diameter is 8 mm (5/16 inch).)
(3)	One Fuel Tank Fill Pipe Hose connection to the Fuel Tank Assembly. (Prior to March 1, 1999 there are two hose connections to the fuel tank.)
(4)	A 71.9 liter (19.0 gallon) Fuel Tank Assembly. (Prior to March 1. 1999 the tank's capacity is 75.7 liters (20.0 gallons).)

Service Information

For diagnostic procedures prior to receiving the 1999 Cadillac Eldorado and DeVille Service Manual and/or Electronic Service Information (ESI), refer to the Poor Fuel Fill Quality diagnostic chart in the Engine Controls - 4.6 L subsection in the 1998 Seville Service Manual.

Prior to receiving the 1999 Cadillac Eldorado and DeVille Service Manual and/or Electronic Service Information (ESI), refer to the following procedure to drain the fuel tank assembly.

Fuel Tank Draining Procedure for the 1999 E & Ksp w/ORVR and RPO's NAC/R1B

Tools Required

•	J 44284-1 Fuel Tank Drain Hose

•	J 44284-2 Fuel Flapper Door Holder

Caution: Do not drain the fuel into an open container. Never store the fuel in an open container due to the possibility of a fire or an explosion.

Important: Do not attempt to insert any other type of siphon hose or tube into the fuel filler pipe.The design of the inlet check valve at the end of the fuel filler tube restricts the insertion of a hose and, most importantly, prevents the removal of this hose.

Open the fuel filler door and remove the fuel tank filler pipe cap.

Caution: Before servicing any electrical component, the ignition key must be in the OFF or Lock position and all electrical loads must be off, unless instructed otherwise in these procedures. If a tool or equipment could easily come in contact with a live exposed electrical terminal, also disconnect the negative battery cable. Failure to follow these precautions may cause personal injury and/or damage to the vehicle or its components.

Disconnect the negative battery cable.
Insert tool J 44284-2 Fuel Flapper Door Holder into the fuel filler pipe.

Important: Approximately 5 mm (2 inches) prior to the tag and end fitting of the Fuel Tank Drain Hose reaching the Flapper Door Holder, the brass tip will slide through the inlet check valve of the fuel filler pipe. When connecting the Drain Hose to another length of siphon hose, DO NOT insert the Drain Hose into the Fuel Flapper Door Holder past the tag at the fitting end. If inserted too far, the upper portion of the Drain Hose may pass through the check valve cage and than jam on attempted removal.

Insert tool J 44284-1 Fuel Tank Drain Hose into the Flapper Door Holder and into the fuel filler pipe. Some resistance may be encountered when the tip of the Drain Hose reaches the rubber portion of the fuel filler pipe (approximately 25.4 mm (10 inches) from the tag and end fitting) and again when the brass tip reaches the inlet check valve. Repeated probing may be necessary in order to slide the brass tip through these areas.
Begin the fuel siphoning process.
Remove the Fuel Tank Hose and the Fuel Flapper Door Holder after the draining process is complete.
Install the fuel tank filler pipe cap and close the fuel filler door.
Install the negative battery cable.
