INTERMITTENT NO START REPLACE TERMINAL CONTACT TANG

SUBJECT: INTERMITTENT NO START OR LOSS OF PERFORMANCE (REPLACE TERMINAL CONTACT TANG OR FUEL PUMP)

VEHICLES AFFECTED: 1987-92 CADILLAC ALLANTE AND 1991-92 CADILLAC "C, E, K" MODELS DEVILLE, FLEETWOOD, ELDORADO, SEVILLE

*This bulletin is being revised to include additional models, add diagnostic information, add fuel pump replacement as a possible correction and to change warranty information.

Some owners of 1987-1992 Allantes and 1991-1992 DeVilles, Fleetwoods, Eldorados, and Sevilles may experience an intermittent no start, long crank time, hesitation, or momentary loss of power. This condition may occur after setting overnight or only after operating for a period of time (i.e., 30 minutes continuous running time). This condition may be caused by insufficient fuel available at the fuel injectors. Insufficient fuel at the fuel injectors can be pinpointed by looking for any of the following while the condition is present:

* Oxygen sensor parameter values read .00 while accelerating.

* Fuel pressure drops while accelerating.

* Fuel integrator (short-term fuel trim) parameter values steadily increase while accelerating.

If one or more of the above conditions are noticed while the hesitation or loss of power is present, check for the following causes of insufficient fuel to the fuel injectors: poor terminal contact for circuit 120 (fuel pump power circuit) or 1034 (fuel pump ground circuit) in connector C403 (at the fuel tank) or fuel pump binding up (may be accompanied by fuel pump noise).

To check for and repair poor terminal contact, separate C403 at the fuel tank and visually inspect the female terminals of circuits 120 (power) and 1034 (ground) for a deformed terminal contact tang. Refer to Figure 1. If a deformed contact tang is found in either terminal, replace it with P/N 12047767. The terminals (P/N 12047767), crimp tool, and terminal removal tool are included in the J-38125 Terminal Repair Kit.

NOTE: DO NOT reform the contact tang in an attempt to repair this condition. If the tang is reformed, it will not exert the proper clamping force against the mating terminal allowing the condition to recur.

If the terminal contact tangs are not deformed and fuel pressure is dropping during the condition, replace the fuel pump.
